Tournament/Competitive/Traveling Teams Rules
SEASONS
HPYBL Fall season runs from August 1st to November 1st
HPYBL Spring season runs from Feb 1st to June 30.
TEAM CATEGORIES
a. HPYBL players – weekly open invitation practices
i. Coaches in the HPYBL spring league hold extra practice for players who are registered for Spring HPYBL
b. HPYBL players – invitation only teams
c. Coaches in the HPYBL spring league create a travel team by invitation onlyTravel Team - All Homewood Residents – NOT playing HPYBL
d. Travel Team - Majority of the Roster is Homewood residents – NOT playing HPYBL
e. Travel Team - minority of the Roster is Homewood residents – NOT playing HPYBL
f. Travel Team – roster is made up of NON-Residents – NOT playing HPYBL
ELIGIBILITY
TEAM CATEGORIES A and B
a. All players will be required to play in the spring HPYBL for the year in which the team is registered. The manager has the ultimate responsibility to ensure that tournament players are registered for spring rec. league play.
b. Team category A may be organized for ages 6 and up.
c. Team category B may be organized for ages 7 and up
d. Teams must submit to the HPYBL Board a team roster by March 1st of the current HPYBL spring season.
e. Teams may begin registering with HPYBL starting August 1st for each Fall travel ball season.
TEAM CATEGORY B
a. Must sign field use agreement (see appendix) and submit full payment to
HPYBL prior to the start of practice.
i. Can not roster more than 3 players living outside of the Homewood City limits.
ii. If player fails to register for HPYBL spring ball, then the specified team is dropped to a Category C team, and may lose practice time dependent on schedule.
iii. A coach/manager maintaining a non-participating HPYBL spring rec. league player will be notified that the team is viewed as a Category C team and may lose practice time dependent on schedule.
- Managers must be approved by the HPYBL Board of Directors.
TEAM CATEGORIES C, D, E, & F
a. Teams must submit to the HPYBL Board a team roster by March 1st of the current HPYBL spring season.
b. Teams may begin registering with the HPYBL starting August 1st for each Fall season.
Teams must sign field use agreement (see appendix) and submit full payment to HPYBL prior to the start of practice.
FEES
TEAM CATEGORIES A & B
a. All players must pay the regular fee for participation in HPYBL Spring league.
b. The HPYBL will not supplement cost of nor provide uniforms or equipment for sanctioned tournament teams.
c. Competitive teams will be covered under the HPYBL insurance during practices/games on Homewood fields. However, each tournament team will be responsible for team insurance to cover play and practice away from Homewood Park.
TEAM CATEGORY B
a. Teams will pay the HPYBL a $30/player fee for the year in which they are registering.
b. If all players are registered for HPYBL spring baseball then team insurance is not necessary for participating in USSSA tournaments at West Homewood Park.
c. HPYBL will provide umpires/fees for up to 4 games/per year (max $400/team) – this does not apply to teams that register and play in USSSA sponsored tournaments at West Homewood Park.
d. Teams will have the tournament fee waived for any tournament hosted by HPYBL and Homewood Parks and Recreation during the calendar year of their roster registration
a. In order to register for a Homewood tournament a coach will have to pay USSSA upfront/online. Coaches will submit this receipt to HPYBL treasurer for reimbursement
NOTE – playing in one or more USSSA sponsored tournaments at West Homewood Park results in waiving the benefit of umpire fees (letter c above) for the category B travel team.
TEAM CATEGORY C
a. Teams will pay the HPYBL the registration fee for Homewood resident
for a given year.
b. If a team consists of some HPYBL rec players and some Homewood residents who are not playing rec baseball, the team fees will be determined as a sum of categories of players rostered on the team
a. Additional $30 for category B
b. Resident registration fee for Category C
c. HPYBL will NOT supplement cost of nor provide uniforms, equipment, or
umpires for category C teams.
d. A copy of individual team insurance must be submitted with team
registration. A copy of each team’s insurance will be kept on file with the
HPYBL Board.
NOTE – if a team consists of all Category B players, except for one Category C player the travel/competitive team must have their own insurance.
TEAM CATEGORIES D, E, & F
a. Teams will pay the HPYBL the Homewood Resident fee and a $175/player – NON resident fee for the year in which they are registering.
b. HPYBL will NOT supplement cost of nor provide uniforms, equipment, or umpires for teams.
c. A copy of individual team insurance must be submitted with team registration. A copy of each team’s insurance will be kept on file with the HPYBL Board.
d. For Teams for Ages 7/8 $20/player is added to the base rate resident fee +$20 for Residents, $195 for NON-residents (this fee can be waived if teams are bringing their own pitching machine or are playing coach pitch)
SCHEDULING – PRACTICE
Practice schedules are finalized by mid-February for the Spring season. Travel teams that submit a roster early in the year may be able to start practice at the beginning of February. Priority is given to HPYBL and HPYSL recreational leagues. After the HPYBL/HPYSL schedules are done, then category A requests are considered, followed by B, C, etc. A master schedule for baseball/softball fields at West Homewood Park will maintained by Homewood Parks and Recreation Director. Requests by Category A and B teams will be made through the HPYBL VP for Travel Baseball. Requests by Category C, D, E, and F teams will be made through the President of HPYBL.
During the Spring season Sundays are designated for travel team practice, during the Fall season Saturdays are designated for travel team practice. Weekday practice times vary each spring season and are dependent on the HPYBL and HPYSL schedules. For Category B, C, D, E, and F (9 and up) teams weekday practice times may be available 3 – 10 pm.
Teams will not be allowed to start practice until fees are paid in full. Each team will receive an agreement that outlines their practice dates and times. Guidelines related to West Homewood Park rules must be followed and teams are required to strictly follow their allotted practice time. If teams do not follow the agreement they are subject to loss of practice time and forfeiture of previously paid fees.
SCHEDULING – TOURNAMENTS
- HPYBL and Homewood Parks and Recreation determine the # of travel tournaments and the dates for the upcoming year during the Fall of the preceding year. Please check www.homewoodyouthbaseball.com for Spring or Fall schedule.
ADMINISTRATION OF COMPETITIVE TEAMS
a. A Vice President of Competitive /Travel/Tournament Ball will coordinate Category A and B travel teams.
b. The Vice President will report directly to the HPYBL Board and its officers.
c. The VP of HPYBL travel baseball will be responsible for:
i. Ensuring all teams are registered and have current team insurance
ii. Spring competitive team rosters are participating in the HPYBL spring rec. league
iii. Scheduling of approved competitive practices/games.
