Playing against teams not registered or participating in events not sanctioned by your club, PCJSL, AYSA or USYSA or affiliated organizations, is contrary to rules and in violation of policies. Unless you apply for and receive proper permission prior to the event, you will not be doing so as a member of this organization, and will be receiving no services, including insurance for your children, or the coaches. If you are wanting to do something outside of the umbrella of this organization, you must request and receive prior approval. One example is the Food City Tnmt. ALthough not sanctioned, teams may participate by requesting their participation, providing a list of players who intend to participate, and submitting that information to the league. So, the main thing is to communicate, do the proper documentation, and in many cases, you can legally participate, with your insurance in place.

Player Safety
1. No player shall be allowed to play in a regularly scheduled game with an injury which can be aggravated by playing or constitutes a danger to others.
2. No player wearing an orthopedic cast shall be permitted to play.
3. No player shall be permitted to wear anything in a game which could cause or aggravate injury to either the player or to any other player.
4. No jewelry shall be allowed! (No taped over earrings.), except for medical or religious jewelry and must be taped down to help prevent injury.
5. Players must wear shingaurds, completely covered by stockings and providing a reasonable degree of protection.
6. No youth player will be allowed to participate in more than two games per day.
Apply the 30-30 -1 rule in the event of lighting.
1. A 30-second or less flash-to-bang count calls for the removal of the athletes from the field to an appropriate shelter. If persistent thunder near the field, suspend the match. If lighting or thunder persists after 30 minutes, terminate the match.
2. The 1-mile rule. 5 seconds = 1 mile, terminate match when lighting is within 1 mile and make note on your game report of time the game was terminated. Also terminate if surrounded by lighting on 3 sides.

Blood or Bleeding
1. Players bleeding from a wound or have blood on their uniform, must be removed from play. Bleeding must be stopped, the open wound covered and excessive amount of blood on the uniform must be changed before the athlete may participate any further.
2. Before returning to play, players must have any blood on their uniform cleaned with an appropriate disinfectant and to the satisfaction of the referee if there is no replacement uniform.
3. At the referee's discretion any player may not further participate if any of the above requirements are not met.
Coaches’ Responsibility
Teams must be on the same side of the field. Home team’s technical area is either North or West side of the field. The visiting team gets the South or East side of the field. No parents may sit behind the teams. Parents must be on the opposite side of the field of both teams. Parents shall sit between the two 18 yard lines. No one may be behind the goals. All teams of u 10 and above must stay in their designated technical area. If not marked, the technical area begins at the halfway line and extends 15 yards towards the goal line. Coaches must also inform the referee any use of loan players prior to the match.
8.20 Accountability: Conduct: Ejection-General (a) Each member league, club and team shall be held primarily accountable for the conduct of persons associated with the member league, club or team in any manor whatsoever.
(b) During any game sanctioned by or regularly scheduled by AYSA or any affiliated member league, club or teams, a referee may stop play and eject any spectator from the grounds.
(c) Any other individual who may be reasonably construed as being associated with a team, such as relatives and spectators, shall be subject to the jurisdiction and authority of the Association. Any coach or team official shall be held responsible for the actions on any individual(s) at any match that, in the opinion of the referee, is a supporter of that team.
8.21 Accountability: Conduct-Team (a) Any coach, team official, parent or spectator associated with the team or player who violates any of the provisions of the sections subjects the entire team to disciplinary sanctions. Team sanctions may include, but are not limited to, probation, game suspensions, and restrictions on travel and tournament play.
Teams Responsibilities
Provide the PCJSL Game Report prior to the start of the match. Each team shall have their game report completely filled out at least 10 minutes before the scheduled game time. If either team does not have their game report completed by the scheduled start time, then the referee shall wait an account for the amount of time wasted in preparing the game report and then reduce each half by the amount of time wasted from both halves. Do not accept game reports during halftime or after the game. This includes the league’s caution tracking forms from both teams.
Player check in procedure
Player Passes No Pass - No Play - No Exceptions!
1. It is mandatory to check all players for passes before the match. Make sure the player is registered to play with that team. Referee should check all player passes against the team’s roster. Make a notation of which players are checked in.
2. It is mandatory that a responsible adult with a valid pass is present or the game is terminated. (The responsible adult may be from another team, as long they are from the same club.)
3. It is recommended if a player is not present have coach remove that player pass from the others. Remind the coach that all players must be on the roster even if not present.
4. If a late player arrives he/she must check in with the nearest Assistant Referee by showing their player pass.
5. Check as soon as possible against the team's roster of any late arriving player.
6. Before returning player passes make note on the subsequent game report of any misconduct.
7. Return all players passes back to the coach. Any referee allowing an illegal player to participate in PCJSL match shall be reported to the State Referee Administrator for appropriate disciplinary sanctions. An illegal player shall be defined as any player for whom the coach does not have a current player pass in his/her possession. The player pass shall indicate that the player is registered by PCJSL through Arizona Youth Soccer Association to the correct team and be valid for the current season/year. In Addition, the player pass must be signed, pictured, and laminated (sealed completely) to be considered as a valid player pass. A pass that appears to have been repaired in any way (taped, not fully sealed or tampered with) is not a valid pass. The pass must be from the team the player is registered with. There are maybe special loan players’ policies within PCJSL league play.
SYSTEM OF OFFICIATING SOCCER GAMES
The Laws of the Game recognize only one system for officiating outdoor soccer games, namely the diagonal system of control (DSC), consisting of three officials - one referee and two assistant referees.
In order to comply with the Laws of the Game which have been adopted by the National Council, all soccer games sanctioned directly or indirectly by member organizations of the USSF, has adopted must employ the diagonal system (three officials). As a matter of policy, the National Referee Committee prefers the following alternatives in order of preference.
1. One USSF referee and two USSF assistant referees.
2. One USSF referee and two assistant referees. (One of the assistants may be a trainee of a local referee-training program).
3. One USSF referee and one club assistant referee who are not related to either team or may be related to either team in some way.
4. One USSF referee and two club assistant referees who are not related to either team or may be related to either team in some way.
Do not officiate a game without having at least two club assistant referees. Each coach shall be responsible for providing club assistant referees if needed. If coaches do not provide club assistant referees, do not start your match until they do and take any time off both halves for the amount of time it takes them to provide you assistant referees.
If you can not get coaches to provide assistant referees then do not officiate the match. Make note on your game report.

Game Terminations
A. Any club or team delaying the start of a scheduled game more than 15 minutes without authorization of PCJSL or AYSA shall be terminated. Reason of failure to comply with league procedures shall be noted on the game report.
B. Any club or team must present caution-tracking record to the referee prior to the match. In the event one or both teams fail to provide the caution tracking record, then team(s) shall be reported to the league. If both teams fail to show up for their scheduled game or the referee rules the field unplayable, both teams shall be reported to the league.
C. No team may play without a responsible adult with a valid pass from the same club. If a team can not provide a responsible adult, then the game will be terminated and a report sent into the league.
D. Referees shall make the appropriate notation on the game card. The referee and assistant referees will receive their pay from PCJSL provided they do not referee the forfeited game. Teams may scrimmage if they wish. You will not be paid if you choose to referee the match as a scrimmage.

Team Financial Responsibilities
1. The head coach is responsible for all activities relating to his/her team.
2. The head coach or his/her designee shall keep a record of all funds submitted for/to the team.
3. Funds should be submitted to the club as soon as possible after receipt. The club will keep a record of all funds received for a specific team. The record shall be made available to the team upon reasonable request. (Be reminded the longer a check is outstanding and not deposited, the more chance there is that it will bounce.)
4. Donations may be solicited on behalf of the individual teams. The club may provide a solicitation letter to assist teams in that endeavor. Donations utiliing the non-profit status of the club, will be made to the club, for the benefit of an individual team . The club will retain 10% of such funds, which will be utilized for scholarships and/or equipment purchases. (For example , the XYZ Corportation makes a donation of $500 to the U12 Boys team, The team would be credited $450 to their account, and the club would retain $50 to use for scholarships and equipment)
5. If parents, relatives, friends, or interested individual submit funds to the team, not utilizing the non-profit status, then no fee will be charged by the club. (For example, the coach collects $25 from each parent to pay for a specific tournament)
6. In order to draw funds from the team account, the coach or his/her designated representative, will request a check for a specific purpose, to pay directly for the team to enter a tournament for example, , or may be reimbursed for funds expended(provide a receipt) on behalf of the team , such as having purchased a set of sweatshirts for the team members. The club may refuse payment if fees are owing to the club, or for non appropriate purposes, such as a bar tab.
