Player Movement Guidelines
These are the steps that need to be taken in considering any player(s) movement between the American (Mon/Wed) League and the National (Tues/Thurs) League. This process will also be used in considering player(s) who should no longer be playing softball in the league.
Based on a player’s competitive ability, lack of ability, and due to any player(s) safety, a League Commissioner in his best judgment can decide that in the best interest of the League that specific player(s) should be moved from one league to the other or out of the league entirely. All of the below steps must be completed by that Commissioner to make the player(s) movement.
Step One: An agreement between both League Commissioners to move the said player(s). If there is no agreement between the Commissioners, then the movement of the player(s) will NOT take place unless a majority of the Board of Directors overrides the dissenting Commissioner.
If the player(s) being moved are in agreement to the move, it will take place as soon as possible. If the player(s) involved disagree with being moved, the Commissioner will continue to step two.
Step Two: After agreement of both League Commissioners, the Commissioner wanting the player(s) moved will notify and meet with all of his Managers to discuss his plan for the player(s) movement. Agreement is not needed here but the Commissioner will solicit all of his Managers input especially to help defend the decision for the movement of the player(s) from one League to the other or out of the league entirely.
Step Three: The Commissioner wanting the player(s) movement will notify and inform the Board of Directors in writing with the reasons including a defense of the decision. After this notification if a majority of the Board of Directors denies the Commissioner the player(s) movement, then it will NOT take place. If the Board of Directors agrees with the player(s) identified for movement, then the Commissioner goes to step four.
Step Four: The Commissioner will inform face-to-face the player(s) being moved and giving the reasons along with a date of the move allowing enough time for the player(s) to file a written formal dispute to the Board of Directors. If a dispute is filed by player(s) to the Board of Directors, then a special Board meeting will be scheduled. The Board of Directors will give a written response to the player(s) involved either agreeing or denying the player(s) submitted written dispute.
If any steps in these guidelines are missed or skipped, then the movement of any player(s) involved will NOT take place. If the movement of the player(s) involved are stopped during the process, then the Commissioner can, with new information, start over again beginning with step one. If the player(s) movement by the Commissioner is stopped after a second time through the process, then the player(s) movement CANNOT be started again until the next year.
