2019 LEAGUE GUIDELINES AND PLAYER CONDUCT POLICY

 

  1. The League shall be composed of two (2) division with a maximum of sixteen (16) teams.
  2. Each team must submit a fee of    $540   to cover expenses to league on or by 04/30/19.
    1. Make checks payable to “Franklin County Church Softball League”.
  3. Every team will be evaluated for continuance in league participation.  Non-conformance to league rules will be grounds for banishment from league play.
  4. Each team will be limited to a maximum of four (4) forfeits during the season.  More than four (4) forfeits will result in a suspension from league play for the following season for that team.
  5. Rosters will be limited to 25 players.  Roster forms will be emailed and must be turned into the League President on 04/23/19.   Please ensure the pastor of the church signs roster, forms not signed will not be accepted. Use of non-roster players during a game will result in a forfeit.
  6. Team members are expected to give priority to this league.
  7. Rosters will be discussed and approved 04/30/19.  The roster may not be changed after this date without league approval.  One-week notice must be given to the league President to add players.  No changes are permitted after 06/18/19.
  8. Coaches/Managers must attend (or have a representative) at every league meeting.  League meetings are scheduled as follows:

03/12/19 – Initial Meeting / League Fee Conveyed to Managers / Team Roster Form and By Laws Handout, League Fees Due / By Laws Review

04/30/19 – By Laws Review / Team Rosters Due / Schedules / Hand out Balls/Fill out ASA paper work

08/1/19 – Regular Season Divisions Championship Game at Norlo between top teams from each division.

08/3/19 – End of the Year Meeting / Tournament Meeting

**Any team not being represented at a meeting will be assessed a $10.00 fine to be paid to the League Treasurer.**

  1. The established ball for the 2019 season will be the Dudley Thunder Synthetic ASA  .44 COR, .375 compression.  Balls will be distributed on 04/30/19.  Conserve your balls through the year to ensure you have a new ball for every game.
  2. For the safety of all players, all bats will be of single wall construction and have an ASA approval stamp. 
    1. If a bat is not of single wall construction and ASA stamped IT MUST NOT BE USED.  Immediate forfeiture of the game will result from not complying with the rule.
    2. Single wall with composite handle are allowed, but full composite bats are prohibited.
  3. Each team must have Insurance coverage through their own church.
  4. NO METEL SPIKES ALLOWED.
  5. Coaches and Umpires must emphasize running into a defensive player will not be tolerated.  The League will follow the ASA Rules Supplement #13 (A-F) of the 2016 ASA Participant Manual.  The Umpire’s call is the final call on this.
  6. All protest must be initiated in accordance to ASA Rule 9 – Protests.  All complaints will be directed to the league President. Any team with a protest must submit a $25.00 fee for committee consideration.  The League committee consists of the League President, Vice President and a manager at large.  If the decision is reversed the fee is refunded otherwise will be credited to the league treasury.
  7. Regular season games will be played starting 05/7/18 and end 07/30/19.  The first 3 games of the season ( 05/07, 05/14, and 05/21) will start at 6:45 PM.  The remaining games starting with the 05/28/19 games will start at 7:00 PM with a 15-minute grace period.
    1. Home team will be responsible for prayer before each game.
    2. Two extra hitters are optional.  Player substitution is governed by ASA rules.  Games started with extra hitters must be played the entire game as such.  In the event of an injury or other circumstance and no replacement is available, that position in the batting lineup will result in an out.
    3. A no stealing rule has been established for the league.
    4. If games are not started by 7:15 P.M. the offending team forfeits the game.  If game is played under forfeit the forfeiting team will be responsible for paying the umpire for the game.
    5. The visiting team gets the field 15 minutes prior to the start of the game if they are present.
    6. No game changes are permitted except for unfavorable weather or league approved circumstances (i.e.                                                        Church functions, Funerals, etc.).  In the instance of a weather postponement the home team is responsible for making every effort to notify the opposing team coach and umpire (via Jeff Rice) by 5:30 PM.    For all other reasons, the postponing team will be responsible of notifying the umpire and the opposing team at least one week in advance. NO GAMES are to be postponed or rescheduled due to lack of players!!
    7. All postponed games must be rescheduled (not necessarily played) within two weeks.  The league board will arrange any games not rescheduled within two weeks.  Rescheduled time and date should be reported as soon as it is agreed upon by both managers to Matt Gordon via text at 717-377-5708 or via e-mail to matt.gordon@rockhog.com.
    8. An established home run rule has been enacted for those fields with either a fence or designated home run area.  Each team will be held to one home run until the opposing team hits a home run.  Any home runs hit after the 1-up will count as a single until the opposing team hits a home run.  Also, any unforced runners will move up one base.
    9. The league has established a “WALK-OFF Rule” for homeruns in order to speed up the game.  This means the batter and baserunner(s) do not have to touch all the bases on homeruns hit, but can go directly to the dugout.
    10. The league has established that all games will be seven (7) innings and there will be a 15-run rule after 5 innings (including tournament games).
      1. If a team goes ahead by 15 runs at any time after the 5th inning the game will be stopped.
    11. The league has established additional rules for games that have been started but are called by the umpire due to lightning, weather, or darkness:
      1. Any game past the start of the fifth inning where the losing team has batted will be considered a complete game and the team which is winning at that time will get the win.
      2. Any game past the fifth inning (meaning both teams have batted in the fifth) which is tied and is called by the umpire due to lightning, weather, or darkness will be considered a complete game and go as a tie on the teams’ records.
      3. Any game prior to the start of the fifth inning or where the losing team has not batted in the fifth innings will be rescheduled and started over from the beginning.
  8. Reporting of game scores and umpire coverage is the responsibility of the “WINNING TEAM”.  Scores must be reported to Matt Gordon via e-mail to matt.gordon@rockhog.com or text at 717-377-5708 within 24 hours or result in forfeit.
  9. The league has established that for 2018, we will start every regular season game with a One & One count. The One & One count will also apply for the end of the year tournament.

 

  1. A “Courtesy Runner” rule has been established by the league.  The following rules will be applied to define who the courtesy will be:
    1. The last person to make an out for the team will be permitted to pitch run if requested by the manager.
    2. If a courtesy runner is needed or requested in the first inning and no out has been recorded, the last player in the lineup or the most recent player to bat that is no longer on base will be permitted to pitch run.
    3. No limits on the number of courtesy runners.
    4. The league rule is last out unlimited use. One person could run all inning by scoring or being the last out.
    5. If another courtesy runner is needed while one courtesy runner is on base, the courtesy runner becomes the last batter in the lineup during the inning. Example (If batter 6 is hitting and courtesy runner is on for batter 5, then the courtesy becomes the last batter to bat for that inning who is not on base.
  2. A double elimination playoff tournament will be scheduled for 08/3/19.  Rain date for the tournament TBA.  Fields used for the End of Year Tournament will be the 4 fields at Norlo Park. 
    1. Ties for tournament seeding will be determined first by head to head and then by run differential (Ratio of runs scored to runs allowed). 
    2. For a player to be eligible to participate in the playoff tournament games players must be on the roster as of 06/4/19 and have played in a minimum of 6 games.
    3. Teams should be at their designated fields at least 30 Minutes prior to game time.
    4. Rules used to govern the regular season are used for the tournament except for the following.
      1. The higher seeded team will be the home team during all tournament playoff games, except the championship game. Home team for the Championship game will be the winner of the winner’s bracket.
      2. If a game 2 is needed for the Championship game, a coin toss will be made with the winner’s bracket winning team making the call.
    5. All make up games shall be played by 8/2/19. Seeding for the tournament will be based off overall standings as of 8/2/19.
    6. Top 8 teams of the regular season will advance to the end of the year tournament. The top 8 teams are the top over all teams.
    7. Number one seed team for the end of the year tournament will still be the team that had the best overall record and NOT the winner of the regular season division championship game.

 

  1. Chambersburg Umpires Association (ASA) will provide regular season umpires.  GLENN GUISE (c) 717-830-8469 is the assignor of umpires.
  2. Violations of the league/ASA rules that results in ejections will result in the player(s) being removed from the current game as well as a 1-game suspension for the first offence. Any 2nd offence will result in a Suspension for the remainder of the season to include the End-of-Year tournament.  It is the responsibility of the Manager/Coach of the ejected player to report any ejections to the League Officers.  Violations include, but are not limited to:
    1. No player is to engage the umpire.  Only the team Manager/Coach should is allowed to have discussions with the umpire. The Umpires call is the final call.  Managers/Coaches are allowed to discuss the call with the umpire, but are not allowed to lobby for a call to be overturned.
    2. AN AUTOMATIC EJECTION POLICY IS IN  PLACE  AND  WILL BE ENFORCED FOR FLAGRANT TRASH TALKING AND OFFENSIVE LANGUAGE (CURSING/SWEARING). IT IS THE RESPONSIBILITY OF THE MANAGERS/COACHES TO UPHOLD THIS.

  1. NO TOBACCO PRODUCTS OF ANY KIND ARE PERMITTED ON THE PREMISES BY PLAYERS
  2. Defensive players are not permitted to feign a putout when there is no play.  Violators will be automatically ejected.
