XEFL 2021 BYE LAWS

 

I. Purpose and Mission

 

A. Extreme East Football League, hereafter referred to as either the XEFL or the League, is comprised of a group

of Minor League Football teams who are striving to bring the world of Minor League Football to a more professional level.

They will do so by operating with integrity and respect for the game of Football and for the people involved with each team.

This includes but is not limited to, the Ownership, Coaching Staff, Support Staff, Players and Game Officials

 

II. Governing Body

 

A. the XEFL team owners and President John Cieplenski Commissioner Ronald Parker shall comprise the Governing Body of the XEFL. While many

Teams that are co-owned: each team is allowed one vote regarding all decisions that go to a vote. All decisions regarding

Any aspect of the operation of the XEFL, including but not limited to Administrative, Financial, Team Admittance or Expulsion and

Execution of Competition will be submitted for discussion and then voted on by the XEFL Organizations that are

Current and in good standings of all of its responsibilities to the XEFL League and its Officials.

 A vote must pass with a majority vote.

 

**A tie will be decided by the Commissioner. Each team has 24 hours to respond or email.

* An owner in good standing can appeal a vote, and state his case to the league.

 

 

 

III. Season 2021

A. The XEFL will consist of 10 teams in its 2021 Fall/Winter operating season.

B. The XEFL will continue Organizational Operations through the 2021 season in accordance with the revised

By-Laws amended and voted on at the August 2018 League Meeting.

C. The XEFL teams will compete in the Fall/winter Season with operating League dates of

 

Day of play will be on August 21, 2021

E. There will be [8] regular Season games

F. There will be ONE Bye

G. Playoffs will begin October 23, 2021. Round 2 on October 30, 2021

Championship Game on November 6, 2021

H. Playoff Format for the 2021 Season will be the "Top-3 in each division

 

IV. League Fees

 

A. League Fees for 2021 Season will be a total of $350.00 teams balances are due on 06/30/21this is a nonrefundable payment that is to secure a spot for the season. There will also be a $15 player registration for each player on every team, if the player has not put in a registration form they are not eligible to compete.

B. Liability Insurance is by each individual team’s responsibility. You must name your venue and the XEFL as additional

Insured

C. A team's position in the League will not be guaranteed until the League Dues Deposit and Certificate of Insurance

Is received.

D. A team in not considered in good standing until league dues are paid in full, field permits, and as

Well as the teams liability insurance documentation.

 

 

 V. Game Officials and Fees

A. the XEFL ruling for regular season is that the total game officials needed and required is 4, 5 or 6.  

B. the XEFL uses many groups of Ref's from many states, MD, DE, NJ, PA, VA and NY.

C. Each team will provide their Ref's for their home games. Each team is responsible to pay half of the

Ref fee's on game day which range from $250.00 to $300.00 each

D. The home team has to reach the visiting team and explain how the refs are paid. Some have to pay the fee a few days

Before the game, and others allowed on game day. 

 

 

VI. Application Fees and Requirements: 2021 Season and Forward

A. Each team is required to fill out an application fee to join the XEFL. Each team must provide the following

Information with their team application:

1. A $50 team deposit is required by all teams applying to the league. The fee becomes part of your Organizations

 Deposit fee and will be returned to your team if you are not accepted into the league.

2. Your first year in the XEFL is a probation year.

3. You the owner of your XEFL team understand that if for some reason you break a rule resulting in an infraction handed down

By the league that your team could be placed on probation again for another year.

 

 

 

VIII. Rosters

A. Teams of the XEFL will have no more than a 60 man roster.

B. Players eligibility for 2021, with said Organization/Team is secured and recognized by the committee.

C. 2021 Week 1 Rosters are due on 08/15/21

1. Signed & Dated? PLAYER CONTRACT? Between the player and the Organization. Contracts will be during the registration sign up the player gets to pick their team, there will also be a free agent pool for teams to pick from.

2. Signed & Dated Contracts obligate that players eligibility for a period of [1] season are optional this year

 

 

 

 

 

 

IX. Field and Game Day Operations

A. Visiting teams will be allowed 10 passes for Owners, Coaches and Support staff to enter the game. Gate Pass

Requirements are for those individuals who are working Staff members.

B. Visiting teams are? REQUIRED? to communicate to the Host team by WED 7:00 pm the following information:

1. Gate Pass List

2. Roster can be printed from each team’s page

3. Ice & Water request

4. Notification of Player I.D. Check {if desired}

C. Home/Host teams are? REQUIRED? To acknowledge or communicate earlier

1. Jersey Color Host Team will be wearing

2. Any field or pre-game coordination/restrictions

D. Individuals that own a team and wish to participate as a player on the active roster are allowed to do so.

E. Both teams are responsible for their players on the sidelines and to clean up the sidelines when the game is done.

Failure to clean up your sidelines will result in a fine of $50.00 to be paid to the Home Team. Teams wishing to claim

This fine must provide before and after photos that are time stamped and they must be submitted to the League Administrator

No later than Monday at 5pm following the game.

F. A team that is 30 minutes late to game will lose their 1st half time outs and the option to choose the half. You will also forfeit your warmup time game will have to start immediately

F. The visiting team must be allowed access to the field at least one hour prior to kickoff for warm ups unless an act of Mother

Nature prevents access. Regardless, both teams get the same amount of time and place to warm up.

G. Fields must be the standard NFL regulation size 120 yards by 53.3 yards (360 feet by 160 feet) and the goal post must

G. If the field does not have goal post it would be at the discretion of the other team to play on the field, this must be communicated by Wed 7pm of game week. If the game is played without goal post visiting team is granted 7 points instead of six for a touchdown, unless said team attempts a two point conversation then it is back at 6 points per touchdown.

I. Fields must be lined 2 hours prior to kickoff and must be cleared of any debris. If not, there will be no game played and

The game will be forfeited to the Visiting team.

J. All fields must have the correct sideline markers and end zone pylons.  Soft, collapsible road hazard cones are acceptable.

 

M. Host teams are expected to handle security and wellbeing of all fans attending. Host teams are expected to deal with unruly

Fans before, during and after a game.

 

O. the XEFL is open to teams that play on Saturdays and Sundays.

P. Sunday games start time has to be no later than 2pm no earlier than Noon.  Unless both teams agree on a later start time, or there was an act of Mother Nature, Saturday games are played no later than 7:30pm no earlier than 1pm unless both teams agree.

Q. Host teams MUST provide the chain crew. Individuals participating on the chain crew must be a minimum of 15 years old.

R. No member of the chain crew can carry any of the following while on field:

* Radios

* Cell Phones

* Video Camera

Anyone found with the above devices on them, will be required to hand over items to the home team. They can be returned after the game

.

 

U. It is the Losing teams responsibility to request a running clock. They must call timeout and request a conference with the winning

 Team Head Coach. At that time a running clock can be requested and agreed upon. At that point the winning team in a sign of sportsmanship

Should run the ball to run the clock out.

W. All teams are required to post players stats each week to their websites.

X. All teams are required to enter final scores to the XEFL inbox or Commissioners by 11pm the day of the game played.

Y. Venue or Date Changes

 

A. If a host team or visiting team is seeking a venue or date change of a league scheduled game the following process must be followed:

1. Scheduling conflicts should be worked out prior to the beginning of regular season play between the two teams involved, league

 Representatives and head of officials.

2. If a final decision cannot be reached then the Governing Body (Executive Board) of the XEFL will determine the date, time and venue of the game in

Question. Any non-compliance by either team after a decision is reached can result in a forfeit to the non-complying team.

 

XI. Team & Uniform Apparel

A. Tinted face shields are up to the discretion of the head referee. He must be able to see your eyes and if he asks a player to

Remove his face shield the player must comply. Exceptions will be made only with written documentation from a certified doctor.

The player must sign a waiver to release the team, league, league officials, and game officials from all liability. ABSOLUTELY NO

MIRRORED FACE SHIELDS ARE PERMITTED.

C., Pants, and Jerseys must all match on game day

 

 

 

 

XII.

 

There are two types of forfeits for the XEFL.  Each forfeit will be determined as a non-playing forfeit or a game day violation forfeit.  Each team must pay their forfeiture restitution before they are allowed to participate in an official XEFL event.

 

Subsection 1: Non-playing Forfeit

 

For whatever reason a team willingly forfeits, forfeiting team will receive a $200 league fine. If the forfeit happens within 5 days of a contest, then the opposing team receives $200 from the forfeiting team to use to cover expenses if needed also. Forfeiting team is not eligible to play again until they pay the restitution to the opposing team.  If the team does not deposit after 1 additional playing week, then they will be removed from the league schedule. If the removal happens after week 7 then the players will still be eligible for the All-Star game. Any blatant forfeit can result in automatic disqualification to advance to playoffs and post season activities.

 

Subsection 2: Game Day Violation Forfeits

 

Teams found in violation of roster/field rules will be given a forfeit, and will receive a $250 league fine. This type of forfeit does not result in losing of team forfeiture deposit.

 

Subsection 3: Forfeit Scoring

 

The winning team will be scored a 21-0 victory. The losing team will be given the same but reflected oppositely. Forfeit score will be counted for in standings.

 

 

 

XIII: Prohibited Acts & liability agreement

 

As long as this organization exists, and plays in the XEFL no one can:

 

 Do any act with the intention to hurt Extreme East Football League 2? Do any violation of the bylaws 3. Use the leagues name (Extreme East Football League, XEFL) or any trademark or trade name adopted by the organization, except on behalf of the organization in the course of its business.

No one can sue Extreme East Football League or President/Commissioner John Cipilesnkis or RJ Parker for any injury, illness (ex. Communicable diseases such as MRSA, influenza, and Covid-19) including death acquired while playing, coaching or attending any XEFL games or practices. You will play, coach and spectate at your own risk.

 Do any violation of the bylaws

 Use the leagues name (Extreme East Football League, XEFL) or any trademark or trade name adopted by the organization, except on behalf of the organization in the course of its business

Disclose any of the organizations business practices, trade secrets, or any other information generally known to the business community to any person not authorized to receive it.

Do any act that would make it impossible or unnecessarily difficult to carry on the leagues intended or ordinary business. 6. Do any harmful act directly or indirectly to any Commissioner or Deputy Commissioner of the Extreme East Football League.

Teams must ensure that everyone who is a part of their organization sign a waiver or forfeit any attempt to hold the XEFL liable for any injury including death.

 

ALL VIOLATIONS IN THE PROHIBITED ACTS ARE SUBJECT TO IMMEDIATE REMOVAL, SUSPENSION, OR BAN FROM THE LEAGUE. ONCE A TEAM HAS ENTERS INTO A VERBAL OR WRITTEN AGREEMENT TO JOIN THE XEFL THEY ARE THAN BOUND LEGALLY TO THESE BYLAWS & PROHIBITED ACTS.
