Alcohol in Arena Dressing Rooms
49. An offence will have been committed if a team has been reported for drinking alcohol to the HTHL by the City of Waterloo - this contact should be made no later than five (5) days after the scheduled game
The offence will be a result of visual proof of having any alcohol in an arena
i.e. - Caps, cans, bottles left in the dressing rooms
- Carrying cases/coolers into the arena
- Consumption being observed by the arena attendant
For the first offence, the team will be given a written warning prior to the start of their next game.
For the second offence, the team will forfeit its next ice time and the two points automatically - the team that they were to play will be given the ice time.
For the third offence, the team will be suspended for the remaining games scheduled in the regular season as well as the playoffs - also, the team will be reviewed by the league executive before being permitted to play the following season.
50. HTHL specific Rules
a. The centre line does not count for a two-line offside. Icing will be called from the blue line.
b. Icing the puck is completed the instant the puck crosses the goal line when it is shot from behind the offending team's blue line (i.e., "no-touch icing"). If the puck enters the goal or passes through the goal crease, the icing will not be called.
c. The no-fault offside rule is in effect (i.e., when in a delayed offside situation, if the puck inadvertently and unintentionally touches an attacking player without affecting the play, then the referee will let the delayed offside continue).
d. Fair Play Rule. No goals or assists will be counted for in the standings above a 6-goal spread.
e. If a player is ejected from a game or receives a major penalty, the player must either leave the arena immediately after changing or remain in the dressing room for the remainder of the game. Any player ejected from a game could face Supplementary Discipline (see below). Failure to comply with this rule will result in further disciplinary action against the player, including possible expulsion from the league.
f. If a player drops their gloves and/or removes their helmet for any reason other than during a stop in play to adjust equipment or injury, that player will be automatically receive a minimum game ejection.
g. game ejection can be assessed to a player at any time in a game for conduct that is deemed to be detrimental to the safety of the other players or conduct that would be deemed to be a travesty of the game. There does not have to be any other penalties assessed with a game ejection, but there usually is. A game ejection is called in order that a player is removed from the game to prevent an individual from participating in a more serious or violent situation.
h. The HTHL is a league based on sportsmanship and therefore the following suspensions will occur when penalty minutes are accrued during the season:
45 minutes 1 game suspension
60 minutes 5 game suspension
75 minutes greater of 10 games or remainder of season (including playoffs)
All suspensions will transcend the season (1, 5, and 10+ games). For example, if there are 2 regular season games remaining on the schedule and you reach the 75 minute mark you are suspended for 10 games. If your team plays 4 playoff games, your 10 game suspension will continue through the first 4 regular season games of the following season (2 + 4 + 4). Alternatively, if there are 13 regular season games remaining when you reach the 75 minute mark, you are suspended for those 13 games as well as any playoff games your team may take part in. You will be allowed to play again at the start of the following season.
i. Verbal threats of violence towards another player is not something that we wish to have in our league. The following represents the suspensions that will occur if there are any gross threats of violence or racial comments made toward any player involved in the HTHL. 1st Offence
