Amendments, Variations, And the Right to Amend.

VMSL (Victoria Masters Soccer League) hereby reserves the right to change or add to the terms of this VMSL Rules of the Game at any time, and to change, delete, discontinue, or impose conditions on any feature or aspect of VMSL with notice that VMSL in its sole discretion deem to be reasonable and viable and for the overall league’s best interest for growth and stability without Participant’s consent. 

Alberta Soccer Association Rules and Regulations apply to any instance not covered in these Rules and Regulations. Any changes or alterations to these rules must be approved by VMSL.

 

Health Benefits of Playing Soccer

Increases aerobic capacity and cardiovascular health. Lowers body fat and improves muscle tone. Builds strength, flexibility, and endurance. ... Improves health due to shifts between walking, running, and sprinting.

Vmsl have the right to bar from games scheduled by the league, any team, any team player, or official who, in their judgment has violated the laws of the game, the rules, regulations, by-laws or constitution or any type of misconduct which may bring the game or league into disrepute. Where the member is in breach of these bylaws; or where the member’s misconduct or condition proves detrimental to the vmsl or brings the game of soccer into disrepute; or for any because which is deemed sufficient in the interests of the league. Misconduct includes behavior on or off the field of play that is the subject matter of a complaint initiated by a vmsl board member or any other person involved in the game, including spectators.

 

Team Registration. Terms and Conditions. Please review before applying.

The following terms and conditions govern the VMSL decision in accepting or rejecting any team registrations. We reserve the right, in our sole discretion, make the final decision on team registration with or without notice and without cause, at any time to any team requesting participation in VMSL.

  • Teams Requesting a Bye or a game to be re-scheduled so they can play on a tournament/go on holidays/Cultural events, etc. will not be granted or considered.
  • Teams cannot request to play at specific times or dates. The schedules in all divisions will be set-up with all teams playing in different fields and times to be divided equally for all teams. No special requests will be accepted since it has created confusion and wasted time in the past.
  • Bye requests would only be approved if there are an odd number of teams in a division and 1 or 2 teams would get a weekly bye.
  • If VMSL has an even number of teams, no Bye will be granted.
  • Games cannot be rescheduled for any reason and no exceptions can be made or appealed.

Team Applications must be accompanied by your team deposit of $1000. Full payment must be made to the VMSL by the proposed dates, or you can choose to pay off your fees in full at any time.

  • Absolutely, no prorated fees or full refunds will be granted to any team if the request is not received by email to info@VMSL.ca 30 days prior to the season start. Refunds will be considered based on circumstances and are not guaranteed.
  • After 30 days have lapsed, VMSL will not refund any fees or deposits, but it will allow teams to find another team to take their spot so you can recover team fees paid from the replacing team. VMSL will apply team fees paid towards the new team fees due. 

Payments can be made by E-transfer to payment@vmsl.ca or checks payable to Victoria master’s soccer league.

VMSL reserves the right not to approve any Team regardless of current or previous participation in VMSL where the member was late in paying team fees, where the member forfeited several games during their participation, where the member continued not filling out the game sheets properly and on time, where the member team was always late being ready and on the field to start the game on time, where the team member has had too many team infractions in previous participation, where the member failed to understand and apply the VMSL rules during participation and any other offenses and property damages to the facility and or league recorded on any given season from participating in this league and banned from being present on Victoria Soccer Center grounds. Where the previous Member is in breach of these VMSL By-laws; or Where the Member’s misrepresentation, misconduct or condition proves detrimental to the Association or brings the game of soccer into disrepute; or for any cause which is deemed sufficient in the interests of the Association.

  • Requests from teams not to be scheduled on specific dates and times and to switch from the large field to the small field will not be accepted regardless of the reason and no exceptions will be made for any team. VMSL will try to schedule all game dates and times equally between all teams and all divisions accordingly.
  • If you have some players playing in different division and the game(s) fall at the same day and same time we will not be able to change the dates and times, whatever is posted on the website is final and no exceptions will be made.
  • All players registration will be processed automatically into your team roster without VMSL manual verification, Team owners, managers and coaches are responsible for self-policing their team roster by verifying the player’s photo ID provided by the player and making sure that every player(s) registered in the VMSL is over the allowable age of. Major and Premier Division: 34/35 + / Major Division: 40/45 + / Major Division: 50/55+.

Managers and Players are advised to check the posted game schedules daily.

Team Coaches, Managers and Players are Advised to check the posted game schedules daily as there might be some schedule adjustments and changes done by VMSL to the field location and game times without any notification. Field time on forfeited games will be up to VMSL discretion on how it will be utilized. Games may be moved around to fill the vacant spot if necessary. This is the team's responsibility to know when you are playing and VMSL will not notify any teams of any changes except for the posting on the website. Games cannot be rescheduled, and no special team request will be accepted for field changes or game time and no exceptions can be made. VMSL will make the necessary changes if it finds the schedule is not balanced equal for all participants.

 

VMSL Will Be Taking All Offences Very Seriously.

  1. Refer to the Rules of game for suspensions and fines.
  2. Any serious suspension from VMSL will be communicated to the district in which the VMSL is affiliated and Alberta Soccer Association.
  3. Where an infraction involves threats or assaults upon a referee the Misconduct report will be automatically sent to ASA.

The VMSL may honor any suspensions communicated to it by the district in which the VMSL is a member or by the ASA.

The VMSL and/or Discipline Director and/or Discipline Committee have the right to increase or decrease the suspension according to the circumstances and severity of the incident, and/or expulsion from the league to any player, manager, coach, or Team.

 

VMSL Alcohol, Cannabis, and Tobacco Policy.

  • In Alberta Soccer, consuming alcohol while participating in ASA programs, activities, competitions, or events is strictly prohibited, and players found violating this rule will face disciplinary action.

Can you play after drinking?

  • Not recommended due to Alcohol dehydrates, which can make you dizzy or hurt your heart during exercise. It also impairs balance and coordination, increasing injury risk to yourself and possible other players. Wait until you no longer feel the effects of alcohol before playing the match that could take about 4 to 25 hours, but it depends on age, sex, health, and how much you drank. To perform to the best of your abilities and the safety of other players and you own, it is best not to drink alcohol within 12 hours before commencing a sporting activity.

Zero Tolerance:

  • Alberta Soccer has a zero-tolerance policy regarding Alcohol, Cannabis, and Tobacco consumption, possession, purchasing, or acquiring alcohol during competitions.

Disciplinary Action:

  • Any player found in violation of this rule will be subject to disciplinary action, which can include suspension from all ASA programs, activities, competitions, or events.

General Rules:

  • The ASA Code of Conduct also prohibits the use of tobacco products or recreational drugs while participating in ASA programs, activities, competitions, or events.

Enforcement:

  • The decision to eject a participant that is under the influence of drugs or alcohol during a match usually lies with the officials present at the game, if the referee believes the player in question is under the influence of drugs or alcohol. The facility staff will remove a player/team if there is any reason to believe they may be under the influence of drugs or alcohol.

Reporting:

  • If an individual becomes aware of any circumstance which they believe is in violation of this policy, it must be reported to the most senior ASA representative present at the time of the incident. In this case the report should be made to the VMSL preferably in writing to info@vmsl .ca

Fees are $ 3,800 for the summer season and $4,000 for the winter season. Please note that fees may change after each season depending on any field rate cost adjustments up or down by the soccer facility and EDSA and ASA affiliation fees and insurance charges. Team fees will be based on the number of teams participating. Applications must be accompanied by a deposit due before each season starts or e-transfer to: payment@VMSL.ca. Full payment must be made to the VMSL by the following dates, or fees or balance of fees can be paid off at any time.

 

Winter Season Fees and Payments. $4000.

  1. $1000 team deposit due by September 1st or at time of your team registration.
  2. $1000 2nd payment due by October 15th. ($100 late fee charge if not paid the due date).
  3. $1000 3rd payment due by November 15th. ($100 late fee charge if not paid the due date).
  4. $1000 final payment due by December 15th. ($100 late fee charge if not paid the due date).
  5. A $300 late fee charge to any team that does not pay their team fees in full by the set deadline for the summer season.
  6. E-transfer to payment@vmsl.ca or checks payable to Victoria master’s soccer league.

Summer Season Fees and Payments. $3800

  1. $1000 deposit due on March 1st or at time of your team registration.
  2. $1000 2nd payment due by May 15th. ($100 late fee charge if not paid the due date).
  3. $1000 3rd payment due by June 15th. ($100 late fee charge if not paid the due date).
  4. $800 final payment due by July 15th. ($100 late fee charge if not paid the due date).
  5. A $300 late fee charge to any team that does not pay their team fees in full by the set deadline for the summer season.

Late Fee Policy - All Teams.

  1. We will begin charging a late payment fee for missed invoice payments. Overdue balances will be subject to a late payment fee of 3% per month, which will be charged monthly until the owing balance is paid.
  2. Any team that constantly fails to comply with the proposed payment fees dates will not be able to participate in any future VMSL competition games unless the team fees are paid in full at the beginning of each season.
  3. A $300 late fee charge to any team that does not pay their team fees in full by the set deadline for the summer season.
  4. If you are unable to make a payment for reasonable circumstances that are out of your control, contact us at 780-913-7717 and we will discuss alternative options.
  5. Let us know if you have any questions about our late payment policy. As always, we value your business and are happy to work with you.
  6. Any team(s) that fails to pay their current VMSL Fees by the deadline could result in the team expulsion from the league and all coaches, managers and players will not be allowed to participate in any league scheduled games from any other divisions until the team fees are paid in full. No exceptions will be made, and your team and players will not be considered for any future VMSL league participation.
  7. Any team(s) that fails to pay their current VMSL Fees by the deadline could result in the team expulsion from the league and all coaches, managers and players will not be allowed to participate in any league scheduled games from any other divisions until the team fees are paid in full. No exceptions or appeals will be made or allowed, and your team and players will not be considered for any future VMSL league participation. Yes, the Victoria Masters Soccer League (VMSL) reserves the right to take legal action against team owners, coaches, managers, and players for nonpayment of team fees. The VMSL also has other rules and consequences for teams that don't meet their obligations.

Please note that the Late fee charge will be applied to any team that does not pay their team fees by the set deadline and no exceptions will be made.

2)-Registration of VMSL Participants

  1. All Amateur players under the jurisdiction of the VMSL shall be registered on approved VMSL player registration forms.
  2. The Team Official of the club or team shall ensure that the player and team portions of the player registration forms are properly completed before submitting same to the VMSL Office.
  3. Registration is only possible during VMSL Office hours. Registration requests dropped off after hours will be date and time stamped when the office reopens and will be processed at that time. All applicable time requirements (i.e., 24 Hour, 7 Day, etc.) will commence at that time.
  4. No VMSL team shall have more than twenty-five (25) players on its roster at any time registered during a given season. No more than 20 players can participate in any game played. Players de-activated from a roster can be re-activated in the same season.
  5. Players, coaches, and managers must be registered by May 1st to be eligible to participate in their team’s first regularly scheduled game of the summer season. Players, coaches, and managers must be registered by October 1st to be eligible to participate in their team’s first regularly scheduled game of the winter season. VMSL teams are subject to player registration deadlines as determined by the VMSL regulations.
  6. After the first game, players, coaches, and managers may be registered at any time prior to the date and time a  match is played, and the player will be eligible only if his name is printed not handwritten on the game sheet.
  7. No professional or non-amateur player shall take part in amateur soccer as a player. Players who have been playing in these categories must apply for reinstatement as amateurs, via the VMSL, the ASA and the CSA, and have such reinstatement granted before participating in any amateur game. Full regulations regarding professional and non-amateur players shall be as set out in the handbook of the CSA governing such matters.
  8. Only accurate and complete player and team registration forms will be accepted. All registration forms, transfer forms and take-over forms must have the required signatures of individuals authorized to sign the forms.
  9. Teams shall have a minimum of ten (10) players on their roster. Any roster with fewer than ten (10) players will be not accepted by the VMSL office.

3)-Team Responsibilities. Each Team Playing in The VMSL Is Responsible For:

  1. The actions and conduct of its Team Officials, players, and spectators.
  2. Taking all reasonable precautions necessary to prevent its Team Officials, players and/or spectators from threatening and/or assaulting anyone present at games.
  3. Maintaining knowledge and accurate records regarding the current eligibility status of all their Team Officials and players.
  4. Ensuring that ineligible Team Officials and players do not enter the playing field, the technical area or participate in any game.
  5. Ensuring each manager, coach and player has a valid VMSL recognized ID card or other VMSL recognized identification document. (example valid driver’s license or Passport with photo).
  6. Ensuring that a valid VMSL- recognized ID card or other VMSL recognized identification document is presented to the Game Official for each Team Official and player prior to their participation in any game when requested. If the player fails to produce proper photo identification prior to the game the referee will note it on the game sheet. Following the game the player must send a properly scanned photo id to info@vmsl.ca no later than 48 hours after the game’s scheduled start. If the player fails to do so then the game shall be deemed, without appeal, to be forfeited.
  7. Ensuring that Team Officials, players, and spectators that conduct themselves in a sporting manner. Failure to do so by the use insulting or improper behaviour will result in disciplinary action and may bring the game into disrepute.
  8. It is the responsibility of the Team Officials, coach, manager, and team owner to keep track of all players accumulated red and yellow cards and penalties accumulated during each soccer season regardless of if they get any notification from the league.
  9. Ensuring that no individual appears on the roster for any two teams competing in the same division.
  10. Ensuring that all VMSL team fees are paid in the allowed time and date.

4)-Player Responsibilities

  1. All Players participating in any VMSL game, are responsible for ensuring that the player recognized photo ID card is available for proof of age when requested by the referee or any VMSL Representative. (photo ID must be current and the players name and birthdate must be in english).
  2. Each player is responsible for presenting his player card to the Game Official and/or VMSL representative when requested as proof f age prior to participating in any VMSL game, or prior to the start of the second half if arriving before or at half time and after the game is finished. 
  3. Each player is responsible for ensuring that the registration information, including personal contact information, is accurate and matches any current and valid photo ID. (photo ID must be current and the players name and birthdate must be in english).
  4. Where necessary, birth certificates, passports, or other evidence acceptable to the VMSL shall be accepted as proof of age and evidence shall accompany all registration forms. (photo ID must be current and the players name and birthdate must be in english)The burden of proof of age shall rest with the player.
  5. The consequences of any player using fake ID or using, someone else's personal identifying information “for any unlawful purpose, including to play soccer in a certain age group that you don’t qualify will get you a full time ban from playing soccer in VMSL in any division.
  6. Eligibility, no player shall be deemed registered for league competition nor shall he/she compete in league competition unless his registration form is in the hands of the VMSL before participation.
  7. If a player fails to provide any photo ID document when requested, the player will not be allowed to play that game and if the plays the game or any part of it without providing the photo ID, the game will be declared a forfeit.
  8. If the league discovers a team has played an illegal and/or an ineligible player during this season the league reserves the right to deal with the infraction relative to every game that the player played in, and the team could be subject to further censure including game forfeiture, fines $200, $400, $600, and suspension from the league. 
  9. If a Team allows a suspended player to play under a different name (VMSL) the league reserves the right to deal with the infraction relative to every game that the player played in, and the team and player could be subject to further censure including game forfeiture, fines $200, $400, $600, and suspension from the league.
  10. If a Team allows a player to play under a different name and/or allow the player to play under a different jersey number (VMSL) the league reserves the right to deal with the infraction relative to every game that the player played in, and the team and player could be subject to further censure including game forfeiture, fines $200, $400, $600, and suspension from the league.
  11. If a player that is suspended from playing in any division knowingly decides to play under a different name (VMSL) the league reserves the right to deal with the infraction relative to every game that the player played in, and the team and player could be subject to further censure including game forfeiture, fines $200, $400, $600, and suspension from the league. 
  12. All players that get suspended for major infractions must re-apply using the following for: REQUEST TO RETURN TO VMSL 

Player registration and deadline. 

  1. All New Players can register to play until the end of the regular season in your division.
  2. Please remember that all players need to register for the new season, since all the players on your current roster will be deleted automatically to zero players.
  3. Each player is responsible for ensuring that the registration information, including personal contact information, is accurate and matches any current and valid photo ID.
  4. All players must upload a Current Government Issued Photo ID Showing your Birthdate. If you do not upload your photo ID, you will not be able to register and play.
  5. If any player uses a fake / invalid or someone else’s photo ID to register, we consider this a very serious violation and the VMSL will fine the player up to $1,000 and will have the right to suspend the illegal player for a period of time as determined by the Discipline Chair or Discipline Committee. Furthermore, your team may be liable for additional sanctions and fines.
  6. All players registration will be processed automatically into your team roster without VMSL manual verification, Team owners, managers and coaches are responsible for self-policing their team roster by verifying the player’s photo ID provided by the player and making sure that every player(s) registered in the VMSL is over the allowable age of:
  7. Major and Premier Division: 34/35 +
  8. Major Division: 40/45 +
  9. Major Division: 50/55 +
  10. Players who are allowed to play are subject to the rules dealing with their eligibility in the above age categories including the number of underaged players on the team roster. If the VMSL discovers a team has played an illegal or ineligible player during the season the league reserves the right to deal with the infraction relative to every game that player played in, and the team could be subject to further censure including game forfeiture, fines up to $1000, and suspension from the league.
  11. If a Team allows a suspended player to play under a different name, the VMSL reserves the right to deal with the infraction relative to every game that the player played in, and the team and player could be subject to further censure including game forfeiture, fines up to $1000, and suspension from the league.
  12. If a player that is suspended from playing in any division knowingly decides to play under a different name in any division of the VMSL, the league reserves the right to deal with the infraction relative to every game that the player played in, and the team and player could be subject to further censure including game forfeiture, fines up to $1000, and suspension from the league.

5)-Team/Players Sanctions

  1. If any team is proven to the satisfaction of the VMSL to have violated the Rules and Regulations and/or Bylaws of the VMSL, or to have been involved in any misconduct, the VMSL may take disciplinary action against the offenders. Disciplinary action may include expulsion or suspension for a stated period, fine, or dealt with in such a way as the VMSL deems fit.
  2. If any team, coach, manager, player or official materially breaches without notice may be expelled from the VMSL League upon a determination by the League that the participant has been guilty of wrongful conduct that adversely and materially affects the VMSL or has willfully and persistently committed a material breach of the league rules and regulations to the extent that it is not reasonably practicable for the league to carry on the business affairs with the Team.

6)-Team Warnings: Teams receiving more than one warning in a season for inappropriate behavior may be fined and/or suspended from the VMSL.

 

7)-Zero Tolerance Policy on Referee Abuse.

  1. The purpose of this policy is to make clear that verbal abuse or negative criticism of referees is as unacceptable as verbal abuse or negative criticism of players. This policy adopts basic standard sanctions for improper conduct if Referee’s are subjected to dissent, intimidation and physical contact from players or managers.
  2. Players are now being reminded that offensive, insulting, or abusive language or gestures as well as confrontational physical contact will result in a red card. Disrespect, aggression, confrontation, including running toward an official to contest a decision, as well as non-aggressive physical contact and surrounding a referee will result in yellow cards. The code of conduct by managers and their staff in the technical area will also be vigorously enforced.
  3. This policy is not intended to imply that referees are always “right”, and the player or coach is always “wrong”. Just as players make mistakes during play, referees will make mistakes in officiating, particularly in competitive divisions. Some referees may be officiating at a higher-level game than they are comfortable with. They must receive positive support from coaches, players, and spectators to continue to grow in the VMSL as an official. Failure to provide positive support to a referee will be considered an offense and subject to sanction by the VMSL.
  4. It is never acceptable to abuse or criticize referees, verbally or otherwise, in any situation. VMSL will not tolerate any verbal or other abuse, or criticism of referee by any coach, player, or spectator. There are appropriate avenues for coaches, players, and spectators to share concerns about the quality of officiating. VMSL welcomes constructive comments about the referees. Any concerns about the quality of officiating must be addressed to the Referee Assignor or VMSL discipline member so that situation can be handled appropriately by submitting the Referee Evaluation Form which is available to all teams in confidence to the VMSL discipline directors.
  5. Any serious suspension from VMSL will carry onto EDSA and ASA leagues and we will be submitting the referee report to both respective associations and the same applies for all players suspended in the EDSA and ASA league and are playing in VMSL, assuming we get written official confirmation on the players suspension from their respective league.

Alberta Soccer Association Referee support

  • Refereeing is not getting any easier – offences against Match Official are still at an all-time-high. These offences are being committed by players, team officials and spectators.
  • Alberta soccer is ramping up sanctions against these individuals by adding fines to the discipline decisions.
  • Individuals and teams can be fined from $250 to $2000 for such offences. Fines must be paid, and suspensions served before returning to play. Bonds are also held against teams and individuals.
  • Lifetime bans are in place for repeat offenders.
  • Please remember that if referees are physically assaulted or threatened with physical harm by any team, coach, manager, player or spectator the local police or RCMP will be called and the referee will also file a police report, and also a ‘facility report’ will be filed where the incident occurred.

Team officials

Where an offence is committed (before, during or after the match) by someone from the technical area (substitute, substituted player, sent-off player or team official) and the offender cannot be identified or the team refuses to identify the individual that committed the offence, the senior team coach present in the technical area will receive the sanction.

 

Disciplinary action

If, before entering the field of play at the start of the match, a player or team official commits a sending-off offence, the referee has the authority to prevent the player or team official taking part in the match (see Law 3.6); the referee will report any other misconduct.

A player or team official who commits a cautionable or sending-off offence, either on or off the field of play, is disciplined according to the offence.

The yellow card communicates a caution, and the red card communicates a sending-off.

Only a player, substitute, substituted player or team official may be shown the red or yellow card.

 

When Approaching Referees.

All interaction with referees should be always limited and kept to 2 meters distancing. Any participant who intentionally breach the 2 meters distance during the game to interact with the referee will be subject to the appropriate discipline action including warnings, blue card, yellow cards, and red cards or ASA discipline as applicable.

 

8)-The following will be enforced at the discretion of the VMSL:

  1. If a team has an outstanding balance to VMSL, the team and all players registered in the roster and also all players playing for other team(s) in other divisions will not be able play any games for the remainder of the season or start of the new season until fees are paid in full, No exceptions will be made, and your team and players will not be considered for any future VMSL league participation.
  2. Team owners, managers and coaches are fully responsible for making sure that VMSL receives the full fee amount during each season within the specified payment dates. 
  3. Any team(s) that fails to pay their current VMSL Fees by the deadline could result in the team expulsion from the league and all coaches, managers and players will not be allowed to participate in any league scheduled games from any other divisions until the team fees are paid in full.
  4. Any team that has had difficulties in paying their fees will not be allowed to register their team unless the team fees are paid in full at the time of team registration.
  5. If a team withdrawal at any point into the season or if the team decides not to come back and play in the new season and there is an outstanding balance, no player(s) will be allowed to play for another team until all team outstanding fees are paid in full.
  6. If a team withdrawal or is removed from participating in the league(VMSL), and the team owes money to the league, the coach, manager, or team owner will be personally liable to pay any outstanding amounts and will not be allowed to play for any team in the VMSL until all fees are fully paid. VMSL reserves the right to take legal action to collect the outstanding balance.
  7. If the team is removed from playing in the VMSL by reason(s) of expulsion and/or team withdrawal, all winning games played from the start of the season will be reversed in favor of the opposing teams as a default.
  8. VMSL could impose a $300 late fee charge to any team that does not pay their team fees in full by the set deadline for the summer and winter season.
  9. Teams that are playing in both winter and summer seasons will have first right of refusal for a spot to play every year if the team is in good standing and the team application is submitted within the deadline time for registrations. Team applications sent in after deadline does not guarantee the team a spot in the VMSL.
  10. Teams that win the League Champions and/or the Champions Cup and they are not up to date with the Team Fees will not receive any medals, trophies or recognition until all fees are paid. Failing that VMSL might recognize the runner up team as the League Champions and/or Champions Cup winner.

8.2)-Late Fee Policy applicable to all teams.

  1. We will begin charging a late payment fee for missed invoice payments. Overdue balances will be subject to a late payment fee per month, which will be charged monthly until the owing balance is paid.
  2. If you are unable to make a payment for reasonable circumstances that are out of your control, contact us at 780-913-7717 and we will discuss alternative options.
  3. Let us know if you have any questions about our late payment policy. As always, we value your business and are happy to work with you.
  4. Any team(s) that fails to pay their current VMSL Fees by the deadline could result in the team expulsion from the league and all coaches, managers and players will not be allowed to participate in any league scheduled games from any other divisions until the team fees are paid in full. No exceptions will be made, and your team and players will not be considered for any future VMSL league participation.

  5. Teams that win the League Champions and/or the Champions Cup and they are not up to date with the Team Fees will not receive any medals, trophies or recognition until all fees are paid. Failing that VMSL might recognize the runner up team as the League Champions and/or Champions Cup winner.

VMSL reserves the right not to approve any Team regardless of current or previous participation in VMSL where the member was late in paying team fees, where the member forfeited several games during their participation, where the member continued not filling out the game sheets properly and on time, where the member team was always late being ready and on the field to start the game on time, where the team member has had too many team infractions in previous participation, where the member failed to understand and apply the VMSL rules during participation and any other offenses and property damages to the facility and or league recorded on any given season from participating in this league and banned from being present on Victoria Soccer Center grounds. Where the previous Member is in breach of these VMSL By-laws; or Where the Member’s misrepresentation, misconduct or condition proves detrimental to the Association or brings the game of soccer into disrepute; or for any cause which is deemed sufficient in the interests of the Association.

 

Any team(s) that fails to pay their current VMSL Fees by the deadline could result in the team expulsion from the league and all coaches, managers and players will not be allowed to participate in any league scheduled games from any other divisions until the team fees are paid in full. No exceptions or appeals will be made or allowed, and your team and players will not be considered for any future VMSL league participation. Yes, the Victoria Masters Soccer League (VMSL) reserves the right to take legal action against team owners, coaches, managers, and players for nonpayment of team fees. The VMSL also has other rules and consequences for teams that don't meet their obligations.

 

8.3)-Payment Plan Arrangements:

  1. The parties hereby agree to the scheduled payment plan, as to the declaration of its contents found. The team(s) shall conform to the schedule set and shall pay to VMSL before or upon due the amount as indicated on the payments schedule table.
  2. If a team(s) fails to render payment upon reaching the scheduled payment plan, the full amount of the deficiency shall become due and owing.

9)-Team Withdrawal and Refund Policy. 

  1. Please ensure that you fully understand the VMSL refund policy in full prior to registering your team and submitting your request. The VMSL is a non-profit organization. The association strives to maintain the lowest possible fees and ensures that our members receive the highest level of soccer possible.
  2. The association incurs operation costs for each team and player during registration including but not limited to membership dues, commitments to facility booking and referees assignments 30 days before the season starts based on the number of teams registered and 100% committed. It is because of these costs and pre-commitments that VMSL adheres to a strict refund policy.
  3. Once teams have paid their deposits and fees, withdrawals requested after the team registration but prior to 30 days from the beginning of the season will be refunded subject to a $250.00 operations fee.
  4. If a league is paused during the season but can resume play from the date the pause ends, teams will still be scheduled for their full complement of games where possible, and the season may be extended as a result. If teams are unable to be scheduled for their full complement of games due to the pause, or the season needs to be cancelled at that point, then teams will have the option of receiving one of the following options:
  5. Credit for future play worth the balance of the prorated amount for any remaining games that were unable to be played due to league cancellation, or
  6. Cash refund worth of the prorated amount for any remaining games that were unable to be played due to league cancellation (the remaining percentage of the pro-rated amount is withheld by VMSL to cover the unrecoverable costs associated with the initiation of the league such as facility field rentals, referees, website, and any other costs associated with the season.
  7. All approved refunds will be done by e-transfers to the original sender in which payment was received.
  8. Absolutely, no prorated fees or full refunds will be granted to any team if the request is not received by email to info@VMSL.ca 30 days prior to the season start. Refunds will be considered based on circumstances and are not guaranteed.
  9. After 30 days have lapsed, VMSL will not refund any fees or deposits, but it will allow teams to find another team to take their spot so you can recover team fees paid from the replacing team. VMSL will apply team fees paid towards the new team fees due. 
  10. If a club is disqualified or for any reason withdraws from the competition before all its matches in the league phase have been played, the team's withdrawal might affect the standings and the schedule of the remaining teams. the results of all its matches played until that moment all its matches in that competition shall be considered lost by the forfeiting team. VMSL might need to re-schedule matches or adjust the standings to reflect the team's withdrawal.

10)-Team Takeovers/transfer of ownership

  1. All team takeovers must send a request to VMSL for approval by e-mail to info@vmsl.ca and be submitted to the VMSL on or before August 30th for the Winter season and February 28th for the summer season as determined by the VMSL.
  2. The VMSL may not approve any team takeover that, in the opinion of the VMSL would not be in the best interests of the VMSL.
  3. Where the new Ownership had any previous Team warning in a season for inappropriate behavior the transfer request may be refused.
  4. Where the new Ownership has had difficulties in paying their fees in previous seasons with VMSL, the transfer may be refused and not be allowed to register their team unless the team fees are paid in full at the time of team registration.
  5. Where the new Ownership member is in breach of these Bylaws;
    1. Not starting the game on-time.
    2. Team being late to go onto the field of play because the players are not ready.
    3. Not having the game sheet ready and on time.
    4. The game sheet is not filled properly.
    5. Several Team warnings.
    6. Paying the team fees late.
    7. Playing under age players.
  6. A team may only be involved in one team takeover per season before the set deadlines by VMSL.
  7. If there is any out-standing balance due to VMSL, all liabilities must be paid in full before any request for team ownership changes are considered and approved.
  8. Where the New Member’s misconduct or condition proves detrimental to the VMSL or brings the game of soccer into disrepute; or For any because which is deemed sufficient in the interests of the VMSL.

11)-Team Ownership

  1. Ownership of a team for VMSL purposes shall be at the discretion of the VMSL.
  2. Upon receiving the written request by any party involved in a dispute over the ownership of a team holding a spot in the VMSL, the VMSL shall decide the issue.
  3. In determining ownership of a team for VMSL purposes, the league shall consider all relevant facts provided to it.

12)-The Following Rules Shall Apply to Team Rosters for Any Winter or Summer Season.

  1. Each team is allowed a maximum of 25 active players on their roster.
  2. No Trialists will be allowed. A player who wishes to play for other division is permitted to do so provided the player is registered with the other team for the full season.
  3. VMSL has the right to change or amend this policy at anytime based on special circumstances provided by teams, group divisions or temporary league adaptivity to continue with a season. 

13)-Vmsl Conditions for Players to Play in More Than One Division.

  1. Players can play for more than one Division at the same time in a different age group only.
  2. They must be registered with only one other team per division and must meet the registration age requirements.
  3. A players must be in good standing during the season to be able to play for more than one team and division(s).
  4. Players that are playing in more than one division, all minor card infractions will not carry over to the other division, but the player must serve a game suspension in the division where the card infraction was issued. 
  5. A player that commits a Serious Foul Play, Violent Conduct, Referee Abuse, and any other Offences resulting in a minimum of 3 games by ASA and/or VMSL discipline, will not be able to play for more than one team.
  6. When a new season starts, any player that was suspended under the above conditions wishing to play for more than one team in a different division, must request VMSL approval and the decision will be made based on previous player Stats records.
  7. VMSL hereby reserves the right to change or add to the terms of this VMSL conditions for players to play in more than one division at any time, and to change, delete, discontinue, or impose conditions on any feature or aspect of VMSL with notice that VMSL in its sole discretion deem to be reasonable and viable and for the overall league’s best interest, safety, and stability without Participant’s consent.
  8. Each team manager is responsible to keep the ASA Registration roster current and to submit the updated Roster to the VMSL. 

14)-Player Eligibility and Underage Player Eligibility Exceptions for All Divisions.

14.1)-Major Division 35 and Premier Division 35: 

  1. Each team in the Major Division 35 and Premier Division 35 is allowed a maximum of 25 active players on their roster as legislated by the ASA.
  2. A player must be 34 years old as of the date of the game being played. Players that are 34 years old who will be turning 35 years of age he shall be eligible to play before their 35th birthday. League’s decision will be final and not subject to any appeal.
  3. In the Major Division 35 and Premier Division 35, players are only allowed to play in one division in the same age group.
  4. Players can play for more than one Division at the same time in a different age group only.
  5. VMSL (the league) has the right to terminate and void this privileged condition if it finds out that any Team(s) have mislead the league or abuse of this granted condition.
  6. VMSL has the right to request a player(s) proof of age randomly or only at any other time the opposing team questions a player(s) age.  The age limit criteria on the  ID documentation must match the Player Registration form. 
  7. Proof of Age, where necessary any such player shall be responsible to provide photo ID (current driver’s license or passport or any other proof of identity issued by a government authority containing a photograph and birthdate). Such player may be required to provide such proof before, during or after a game when requested by a referee or any team official or VMSL representative. The burden of proof of age shall rest with the player. The age limit criteria on your ID documentation must match your Player Registration form.
  8. If a player fails to provide any photo ID document when requested, the player  will not be allowed to play that game and if the plays the game or any part of it without providing the photo ID, the game will be declared  a forfeit.
  9. The consequences of any player using fake ID or using, someone else's personal identifying information “for any unlawful purpose, including to play soccer in a certain age group that you don’t qualify will get you a full time ban from playing soccer in VMSL in any division.
  10. Team owners, managers and coaches are responsible for self-policing their team roster and making sure that every player(s) registered in the VMSL are over the age of 35/45/55+ to be eligible to play in their respective divisions and that the 5 players underage provision allowed per team in a season are following VMSL regulations. If the league discovers a team has played an illegal ineligible player during this season the league reserves the right to deal with the infraction relative to every game that the player played in, and the team could be subject to further censure including game forfeiture, fines, and suspension from the league. 
  11. Any Team that disputes another team player(s) age eligibility must fill and submit a Team and Player Appeal Form within 48 hours on the VMSL website to the Discipline Chair within 2 business days of the incident excluding weekends and statutory holidays, the player in question must provide VMSL a photo ID with a birthdate within 48 hours from the date VMSL requests proof. Failure to do so will result in the team defaulting the game and the player in question will be suspended from playing in VMSL. Additional penalties could be levied against the team.

14.2)-Major Division 45

  1. Each team is allowed a maximum of 25 active players on their roster.
  2. Teams can register up to 8 players on their current roster between the ages of 40 years old and under 45 years old
  3. A player must be 40 years old as of the date of the game being played and absolutely no exceptions will be made to allow any player under 40 of age to register and play. A team is allowed to have no more than 5 players between the ages of 40 - 44 registered to play on the game sheet at the date of the game being played.
  4. Major division 45 - Teams can register any players(s) in the Major Division 45 who will be turning 45 years of age in the current year.  Ex: (if a player is 44 now and turning 45 by December 31st of the current year or current season being played, he shall be eligible to play before his 45th birthday). he is not classified as part of the 40 to 44 years old age group, meaning a team can still have 5 players under 45 years eligible to play.
  5. Maximum of 5 players per team and per game who turn 45 years of age in the current year (meaning current season) or by (the last game of the season in the 45  division) shall be eligible to play before his 45th birthday.
  6. VMSL (The League) has the right to terminate and void this privileged condition if it finds out that any Team has misled the league or abused of a granted condition.
  7. VMSL has the right to request a player(s) proof of age randomly or only at any other time the opposing team questions a player(s) age.  The age limit criteria on the  ID documentation must match the Player Registration form.
  8. Proof of Age, where necessary any such player shall be responsible to provide photo ID (current driver’s license or passport or any other proof of identity issued by a government authority containing a photograph and birthdate). Such player may be required to provide such proof before, during or after a game when requested by a referee or any team official or VMSL representative. The burden of proof of age shall rest with the player. The age limit criteria on the ID documentation must match the Player Registration form.
  9. If a player fails to provide any photo ID document when requested, the player  will not be allowed to play that game and if the plays the game or any part of it without providing the photo ID, the game will be declared  a forfeit.

  13. Any team that plays more than the allowed number of underaged players within their respective division(s) and they win the game, it will be considered a forfeit 3x0 to the opposing team if there is a Game protest from the opposing team.

    Any team that plays more than the allowed number of underaged players within their respective division(s) and they lose the game, the final score will stand for the opposing team if there is no Game Protest about underage players.

14.3)-Major Division 55

  1. Each team is allowed a maximum of 25 active players on their roster.
  2. All New Players can register to play until the end of the regular season in your division.
  3. Teams can register up to 8 players on their current roster between the ages of 50 old and under 54 years old. 
  4. A player must be 50 years old as of the date of the game being played and absolutely no exceptions will be made to allow any player under 50 of age to register and play.
  5. A team is allowed to have no more than 5 players on the game sheet between the ages of 50 - 54 registered to play on the game sheet at the date of the game being played. Ex: (if a player is 54 now and turning 55 by the following year, he shall be eligible to play before his 55th birthday) and he will not be classified as part of the 50 to 54 years old age group, meaning a team can still have 5 players under 55 years eligible to play.
  6. The consequences of any player using fake ID or using, someone else's personal identifying information “for any unlawful purpose, including to play soccer in a certain age group that you don’t qualify will get you a full time ban from playing soccer in VMSL in any division.
  7. Players can play for more than one Division at the same time in a different age group only.
  8. Players must be registered with only one other team per division and must meet the registration age requirements.
  9. Teams can register up to 8 players on their current roster between the ages of 50 years old and under 54 years old.
  10. Teams must put a star or any other type of symbol next to all underage players on the left side of your game sheet under the heading P so the opposing team and the referee can keep track of all underage players.
  11. If a team has more than 5 players under 54 on the game sheet the day that the game is being played, the three additional players must be stroked off the game sheet by pen.
  12. If the game sheet shows more than 5 active players playing during any game, the game will be automatically forfeited. No appeal will be considered.  
  13. Any team that plays more than the allowed number of underaged players within their respective division(s) and they win the game, it will be considered a forfeit 3x0 to the opposing team if there is a Game protest from the opposing team.
  14. Any team that plays more than the allowed number of underaged players within their respective division(s) and they lose the game, the final score will stand for the opposing team if there is no Game Protest about underage players.
  15. VMSL (The League) has the right to terminate and void this privileged condition if it finds out that any Team has misled the league or abused of a granted condition.

If the league discovers a team has played an illegal ineligible player during this season the league reserves the right to deal with the infraction relative to every game that the player played in, and the team could be subject to further censure including game forfeiture, fines, and suspension from the league.
  20. Any Team that disputes another team player(s) age eligibility must fill and submit a Team and Player Appeal Form within 48 hours on the VMSL website to the Discipline Chair within 2 business days of the incident excluding weekends and statutory holidays, the player in question must provide VMSL a photo ID with a birthdate within 48 hours from the date VMSL requests proof. Failure to do so will result in the team defaulting the game and the player in question will be suspended from playing in VMSL and additional penalties could be levied against the team.

15)-Please Note: Ask If You Are Not Sure About Any of These Vmsl Rules.

  1. Rules and regulations are guidelines and instructions that bind all teams and players for doing something right. It is created to manage behavior, protect our general safety in an organized league environment against abuses by other people. They are like written principles, following rules and regulations help teams and players understand what is expected of them and what will happen if they violate the rules. 
  2. These rules and regulations are necessary for a stable league environment where people feel safe to come to play and enjoy themselves in a fair and equal playing environment for all teams to be themselves and to go about their business.
  3. It is every team/coach/manager/player/referee full responsibility to always read and understand these VMSL Rules and Regulations prior to playing and registering players into this league, be proactive and not reactive and you will not have any issues. 
  4. No appeals or game review will be considered on the basis that you did not read or understand any of the above rules and regulations presented on this website.
  5. If you need any clarification about our VMSL Rules and Regulations, please fill out the Requests and Recommendations form and we will clarify any of your questions.

16)-Player Registration and Player Transfers: 

  1. Teams can register new players and transfer players up to the last day of of the season in your respective divisions only. 
  2. Players are allowed to transfer up to the last day of the current season in your division. Once the player transfers to a new team, he will not be allowed to go back to his previous team just for the following season.
  3. Team owners, managers and coaches are responsible for self-policing and making sure that every player registered in the VMSL is or are eligible to play except for the 5 underage players provision allowed per team in a season relative to the 45 and 55 Divisions. If the league discovers a team has played an ineligible player during a current season the league reserves the right to deal with the infraction relative to every game that player played in, and the team could be subject to further censure including game forfeiture, fines, and suspension from the league.
  4. Teams in all divisions can register any players(s) up to the last day of the current season in your division 35 who will be turning 35, 45 and 55 years of age in the current year.  Ex: (if a player is 34 now and turning 35 by December 31st of the current year or current season being played, he shall be eligible to play before his 35th birthday).

16.1)-Player Registration. 

  1. Major Division 35 - Teams can register any players(s) in the major Division 35, A player must be 34 years old as of the date of the game being played. Players that are 34 years old who will be turning 35 years of age he shall be eligible to play before their 35th birthday). League’s decision will be final and not subject to any appeal.
  2. Premier Division 35 - Teams can register any players(s) in the Premier Division 35, A player must be 34 years old as of the date of the game being played. Players that are 34 years old who will be turning 35 years of age he shall be eligible to play before their 35th birthday). League’s decision will be final and not subject to any appeal.
  3. Major division 45 - Teams can register any players(s) in the Major Division 45 who will be turning 45 years of age in the current year.  Ex: (if a player is 44 now and turning 45 by December 31st of the current year or current season being played, he shall be eligible to play before his 45th birthday).
  4. Major division 55 - Teams can register any players(s) in the Major Division 55 who will be turning 55 years of age in the current year.  Ex: (if a player is 54 now and turning 55 by December 31st of the current year or current season being played, he shall be eligible to play before his 55th birthday).

17)-Transfer of Players Rules:

  1. Transferring players must fill out a VMSL Players Transfer Form and submit it prior to game day. This includes all parties involved from the present coach, the new coach as well as the player's.
  2. Players are allowed to transfer up to the last day of the current regular season in your division.
  3. If any division splits into 2 groups for playoffs, Group A and Group B no player will be allowed to transfer from within the 2 Groups before playoffs start. Ex: If a player is with Group B and decides to transfer to Group A before the playoffs start, he will not be allowed to transfer and vice versa for Group A.
  4. A player who has signed a registration form for a team with the vmsl during a current season shall be allowed to transfer his registration to any other team.
  5. A player removed from a current team's roster and transfer to another team can not return to that team's roster for the remainder of that season.
  6. Once the player transfers to a new team, he will not be allowed to go back to his previous team for the up-coming season.
  7. Players that have undisclosed outstanding liabilities such as unpaid Team Fees and unreturned team uniforms to their previous teams will not be able to play for their new team until all is clarified by previous team coach or manager.
  8. The team granting the transfer shall send an email to the vmsl agreeing and requesting the players transfer authorized by its coach or manager.
  9. The player will be transferred onto the new team and eligible to play immediately once the Players Transfer form is completed and agreed by both teams and the submitted information on the form complies with the VMSL transferring guidelines required. As of that date, the player ceases to be part of his former team and may play immediately for his new team.
  10. There are no transfer fees to be payable for all transfers within a given season.
  11. A player being refused his right to transfer by his previous team should submit an email to the league with the other authorized signatures to the vmsl office for resolution. The vmsl office will contact the previous team’s contacts to verify the transfer.
  12. A team may refuse to agree to a transfer if the player owes a debt to the team or possesses property of the team such as its uniform or a portion of a uniform. 
  13. A team that refuses to transfer a player, must provide proof of the request for a player’s fees that need to be paid to the team before and or during the current and past seasons and not at the time of the transfer being requested. (Teams denying transfer must provide within 24 hours past emails or past text messages requesting the player to pay for the fees). Failing to do so may allow the transfer to be granted.
  14. A team that decides not to participate in any given season in the vmsl or withdrawals from playing at anytime will not have any present or future rights to deny any player(s) from joining other teams and the player(s) a clear of any liability to their previous team.
  15. Players transferring from major division 35 to premier division 35 can't play in both divisions at the same time and can't transfer back to their original division until the end the current season.
  16. A $100 Bond May be placed on any player that has ignored his obligation(s) to his previous team and fails to fill out the proper player transfer form with accurate information and decides to register with another team regardless of VMSL Transfer Approval.
  17. Once vmsl sends the request to the previous team to verify that the transfer is compliant with the rules, teams will have to reply to the league within 24 hours if they wish to proceed with blocking the player. If the league does not get a reply within the specified time the player will be allowed to transfer.

18)-Fines and Sanctions

  1. Any player found to be using another player’s VMSL- recognized ID or playing under the name of another registered player shall be suspended for one year.
  2. Any player or Team Official found participating in Soccer Related Activities while under VMSL suspension shall be suspended for one year. VMSL will honour a suspension levied upon any player or team official by another league provided that the VMSL is notified in writing by that league of the person’s name, reason for suspension, exact period of suspension and date when the suspension was levied. If a player is suspended in the VMSL the fact that he was sitting out games in relation to the VMSL suspension in another league shall not be counted as a credit regarding suspension in the VMSL. 
  3. A team using an altered or defaced VMSL- recognized ID card or providing false information to register to participate, shall be fined two hundred fifty dollars ($250) per offence and will be subject to sanction at the discretion of the Discipline Director or Committee. Note: The accuracy and validity of individual and club or team registration information is wholly the responsibility of the club or team and their Team Officials.
  4. Where a registered player, coach, manager, or Team Official loses his VMSL ID card (IF APPLICABLE), the card will be replaced upon payment of ten dollars ($10) to the VMSL.

19)-League Standings. Official league standings shall be kept by the VMSL Office and entered the VMSL website within a reasonable time after each game.

Points are awarded as follows:

  1. Three (3) points for a WIN
  2. One (1) point for a TIE
  3. Zero (0) points for a LOSS

20)-Tie Breakers for Regular Season, Round Robin, And Playoff Cup Games for All 35/45/55 Divisions.

Tie Breaker Will Be Based On,

  1. (PD) Points Difference.
  2. Head-to-Head, (PA).
  3. (GD) Goals Difference.
  4. If a team folds at any point during the season, all games involving that team (played or not) will be treated as exhibition and not be considered toward the league standings. Any discipline received prior to the folding of the team will be upheld.

21)-Trophies and Awards.

  1. 1st place league champions take home trophy and medals.
  2. 1st place Playoff champions cup gold medal trophy and medals.
  3. Individual awards made to players or other members by VMSL as individuals shall remain the property of that player or other member honoured.
  4. Trophies and Medals will be presented to all Winners once the league get them made up by the supplier and once they are available and your team fees are fully Paid.
  5. All winners will be notified by e-mail on when the trophies, medals and photos will be presented.
  6. Teams that win the League Champions and/or the Champions Cup and they are not up to date with the Team Fees will not receive any medals, trophies or recognition until all fees are paid. Failing that VMSL might recognize the runner up team as the League Champions and/or Champions Cup winner.

 22)-Rules for Playoff Games That Need a Result.

  1. All playoff games that require a league or playoff champion where a tie breaker cannot be decided go to 5v5 kicks from the penalty spot.
  2. Any player (not just those on the pitch) are available to be shooters.
  3. If tied after five shooters each, kicks go directly to sudden death.

23)-Games and Competitions

  1. The VMSL Office is responsible for setting schedules for VMSL games including dates, times, and venues.
  2. The VMSL shall post schedules onto the VMSL website which shall be considered sufficient notice for participation purposes.
  3. The VMSL shall inform a team through its contact person, as well as Game Officials, etc., of any change of location, time, or date of a scheduled game. A minimum of 2 business days notice must be given unless both teams agree to play with less notice.
  4. Competitions, leagues, or exhibition games of the VMSL shall take precedence over all other games or competitions, except schedules or games presented by the ASA or the CSA.
  5. Requests from teams not to be scheduled on specific dates and times and to switch from the large field to the small field will not be accepted regardless of the reason and no exceptions will be made for any team. VMSL will try to schedule all game dates and times equally between all teams and all divisions in afair manner.
  6. The VMSL retains the right of granting or refusing admission to any VMSL game of any person or persons whose presence there may be considered detrimental to the game.
  7. The VMSL shall have the right to charge admission to any game.
  8. Teams owing more than five hundred dollars past due ninety (90) days are subject to a review by the VMSL regarding eligibility and may, at the discretion of the VMSL, be suspended until such time as the outstanding dues are paid in full.
  9. To be eligible for ASA competition, a team must be in good standing with the VMSL.

23.1)-Game Default/Cancellation/Forfeit.

If for some last-minute reason your team is not able to fill a team for a game because of an unforeseen reason, you must submit this form 24 hours prior to your game time so that we are able to notify the other team and the referee ahead. The result will be considered a game default and the game will not be re-scheduled and you can not play the game once you have sent in this forfeit form to the league and the referee and the opposing team has been notified.

Not showing up for a game and not notifying VMSL 24 hours in advance of the game cancellations will result in a forfeit/default and several fines outlined below.

  1. Same day of the game being played will require the payment of $100 cheque or e-transfer given to the VMSL before the next game.
  2. A second same day default will require a payment of $200 for the second default prior to the next game.
  3. A 3rd same day default will require a payment of $300.
  4. After the first 3 forfeits for a same day game forfeits will result in the removal of the defaulting team from the league and no refund of league fees. (Their opponents may use the scheduled field time for a team practice).
  5. If a team has several forfeits during the season, VMSL may impose several fines and schedule all future games to the be played on the last spot of the night, teams may also be banned from playing in the VMSL.
  6. All teams must use this form for any game that your team will not participate. Game Default/Cancellation Form
  7. VMSL reserves the right to change field location to any game that was forfeited or cancelled without notification if it feels it is in the best interest of the league to move the game to a small or large field. 
  8. If a club is disqualified or for any reason withdraws from the competition before all its matches in the league phase have been played, the team's withdrawal might affect the standings and the schedule of the remaining teams. the results of all its matches played until that moment all its matches in that competition shall be considered lost by the forfeiting team. VMSL might need to re-schedule matches or adjust the standings to reflect the team's withdrawal.

24)-Team Responsibilities During All Competitions

  1. The home team is responsible to provide the game balls.
  2. The visiting team shall wear their primary colour uniform as registered with the league. The home team shall change uniforms in the event of their uniforms not being distinguishable from the visiting team.
  3. In the event of a forfeit, the score will be recorded as a 3 - 0 loss against the forfeiting team.
  4. Any team which forfeits three (3) games in a season will be required to appear before the Discipline Chair or Committee and maybe subject to sanctions, including a bond up to five hundred dollars ($500) to be held against future forfeits.
  5. Every team is responsible to the league for the action of its players and officials. It is the responsibility of all teams to inform all players of the society's intent, principles, and rules of play, objectives, and insurance waivers before they play. All teams must be self-policing and are responsible for notifying their players.
  6. Each team shall be responsible for making sure every player is properly dressed and equipped with matching socks, shirts with numbers and shorts. All players in the team must have the exact same uniform.
  7. Teams designated as the home team shall be responsible for the game ball and change their uniforms if the opposing team is wearing similar uniform colour. Home team is considered the second/bottom team on the game sheet: Ex: FC Central v. Polonia.  Polonia will be the HOME Team since they are the second team on the game sheet.
  8. Teams can not go to the field area and on the sidelines to warm up when the game being played because it’s causing too many disruptions, distraction and safety concerns for the players and referees playing the game specially on the last 5 minutes. The referee has the right to stop the game and remove all players and coaches moving into the field area for warm up and kick the ball on the sidelines. Players and coaches can be disciplined, and the team will be fined if they fail to comply, and the referee sends in a report. Players are advised to warm up and get ready for their game in the hallway areas. Teams and players can go onto the field of play once the clock buzzer signals the end of the game. Your cooperation on this matter is greatly appreciated so we can have a safer and more enjoyable environment.
  9. Teams must provide proper uniforms (team jerseys). Teams failing to provide the above may be assessed a team warning.
  10. Teams are to report to the VMSL if a referee does not report for an assigned game.
  11. All teams in the league should be prepared to play games outside of their preferred times, days, and venues. Scheduled games may be rearranged by consent of both teams.
  12. Any team responsible for defaulting a game without at least 12 hours prior notice may be subject to payment of a fine up to $200. 
  13. Defaults should be avoided.
  14. A team must pay a fine of $50 for the first missed meeting in a season and $100 for each subsequent missed meeting in a season.
  15. Team managers may submit comments about the quality of officiating or opponent’s behaviour. They will only be considered if they are in writing and on the correct form found on the VMSL website. 
  16. Teams will be limited to 25 registered players in a season and 25 on the roster.
  17. Each team can dress up 20 players in total and that includes the goalkeeper for any game played.
  18. Players showing up to play after the second half has started will be allowed to play. 
  19. Team owners, managers and coaches are responsible for self-policing and making sure that every player registered in the VMSL are over the age of 35+ or 45 + to be eligible to play. If the league discovers a team has played an illegal ineligible player during this season the league reserves the right to deal with the infraction relative to every game that player played in, and the team could be subject to further censure including game forfeiture, fines, and suspension from the league. 
  20. It is the responsibility of the Team Officials, coach, manager, and team owner to keep track of all players accumulated red and yellow cards and penalties accumulated during each soccer season regardless of if they get any notification from the league. 

25)-Game Sheet & Players.

  1. Each team is responsible to fill out the game sheet completely prior to the start of the game. It is the duty and  responsibility of team officials to ensure that game sheets are properly prepared for each game and those players named are all duly registered with VMSL. Each player and team official must be recorded on the game sheet and no additions can be made to the game sheet after the start of the game.  At half-time, team officials may cross off players (line through name) who have not arrived.
  2. Game sheets must be provided to the referee prior to game start and not at half time. Teams will have a (10 minutes grace time to provide proper game sheet or the result will be an automatic game default). Game can be played only as an exhibition regardless of the final score result. The referees do not have the authority to approve or change this rule prior to game start.
  3. Prior to the start of the match, the referee must be provided the following: both teams should provide league printed game sheets on the same day that the game is played. No hand-written team names or altered game date sheets will be accepted. it will be considered an automatic game default. If your players name is not pre-printed on the game sheet it means that your player is not allowed to play.
  4. Home Team: The top left of the page where it shows the game summary is always the Away Team and the team below is the Home Team. Both teams must provide league printed game sheets on the same day that the game is played. NO HAND-WRITTEN NAMES OR ALTERED GAME SHEETS WILL BE ACCEPTED., If a player’s name is not printed on the game sheet it means that the player is an ineligible player and is not allowed to play.
  5. Teams that hand write players names on the game sheet and allow them to play will forfeit the game regardless of the final score. The referees do not have the authority to approve or change this rule prior to game start. Teams are fully responsible and liable for their decision to play a game with altered and inaccurate game sheets which will be considered an automatic game default with no team appeal allowed.
  6. NO HANDWRITTEN GAME SHEETS: Teams that Hand write players names on the game sheet or allow a player(s) not written on the game sheet to play will default the game.
  7. If your game sheet prints out a blank page, it is because you have more than 25 players active on your game sheet and you need to deactivate some players and keep your game sheet roster to 25 players.
  8. If you have a player in your roster but he is not activated for that specific game day, he can not play unless you activate him prior to the game day being played. If you just hand write it on the game sheet, it will an automatic game default.
  9. All games must start exactly as per the schedule on the website. The referee will start the clock whether the teams are ready or not.
  10. Any team that plays more than the allowed number of under aged players within their respective division(s) and they win the game, it will be considered a forfeit 3-0 to the opposing team.
  11. If the winning team is at fault, then it will be considered a default game, and the opposing team wins by 3x0. The goals will be given to 3 different players that played the game on that day.
  12. If the team that is at fault loses the game, then the final score will prevail. The referees do not have the authority to approve or change this rule prior to game start. Teams are fully aware and liable for their decision to play a game with altered and inaccurate game sheets which will be considered a game default. No team appeal will be considered or allowed. NO EXCEPTIONS WILL BE MADE AS THESE RULES APPLY TO ALL TEAMS PARTICIPATING IN THIS LEAGUE.
  13. Players Jersey's Numbers may be handwritten on The Game Sheet.
  14. Teams cannot use old game sheets and modify the dates and names; they must print the actual game sheet dated the day that the game is played. The referees do not have the authority to approve or change this rule prior to game start. Teams are fully liable for their decision to play a game with altered and inaccurate game sheets which will be considered an automatic game default with no team appeal allowed.
  15. The Team Official or designated player that enters the players' information (name and jersey number) on the game sheet must verify that all information is correct and sign the game sheet. Signing the game sheet is a representation that the information on the game sheet regarding the pre-printed players name is true and correct. 
  16. All players entering the field of play must be on the game sheet. Any player not participating in the match or if a team has more than the allowed number of underage players on their game sheet must have his name stroked through by pen so the league and opposing teams can clearly distinguish the allowed underage players. Individuals who have been listed on a game sheet as players will be deemed to have participated in that game if they are not stroked off. A team listing an ineligible individual on the game sheet shall forfeit the game.
  17. Individuals who have been listed on a game sheet as players will be deemed to have participated in that game.
  18. A team listing an ineligible individual on the game sheet shall forfeit the game in which the ineligible individual was either playing or registered on the game sheet.
  19. A team will be given no more than 10 minutes grace time to provide proper game sheet, or the result will be an automatic game default. Game can be played only as an exhibition regardless of the final score result.
  20. Failure to properly complete the game sheet in compliance with the rules may result in a fifty-dollar ($50) fine.

VMSL game sheet Procedures amendment. VERY IMPORTANT

Ref: Fines may be issued for incomplete game sheets.

To all teams: Due to the increasing numbers of teams not filling out the game’s sheets properly, it is making it very difficult for all referees and the league to post and identify players that get minor and major infractions or who score goals during games. Unfortunately, the only way to move forward is to place some additional rules to make sure we accurately record game results and to save time chasing for information that the teams have failed in properly filling out game sheets. Teams need to be accountable to the VMSL.

Teams failing to provide a legible, properly filled out and signed game sheet: If a game sheet is not properly filled out VMSL will impose a $50.00 fine which must be paid before the next game is played. If the same team continues to ignore these rules the imposed fines will increase by $50.00 for each time it occurs.

Each team is ultimately responsible for accurate and complete game sheets before games. 

Teams will be fined $50.00 for each of the following game sheet infractions: include the following:

  • Printed name of coach and/or manager (no more than 3 team officials) at the top of the game sheet. Anyone else not on the game sheet will be removed from the players area and possible suspension and fine to the team.
  • The correct number of players are marked on the sheet.
  • Players not participating in the game must have their name stroked out; otherwise, the player shall be recognized as a participating player in the game.
  • Every player must have an assigned jersey number. A player on the game sheet that does not have an assigned player number will be considered ineligible to play unless his name stroked through by pen on the game sheet.
  • If 2 players have the same jersey number one of the players must change it or not play that game.

Failure to miss any of above will be considered as an incomplete game sheet and result in potential fine, suspension and game forfeit for your team.

Anyone including children of players or team officials whose name is not on the game sheet, shall not be present in the technical area (team bench) during a match. This includes players under suspension or injured players not playing in the match. Violation of this rule will result in possible suspensions and team fines.

 

26)-Field Change Requests (if Applicable). 

  1. Games can not be re-scheduled for any reason and no exceptions can be made or appealed.
  2. VMSL reserves the right to make any applicable changes to schedules and field changes without teams’ approval if it decides it is in the leagues best interest, so we don't have any team forfeits.
  3. Games can not be rescheduled for any reason and no exceptions can be made or appealed.

26.1)-Teams Requesting a Bye or a game to be scheduled so they can play on a tournament/holidays/Cultural events, etc.

  1. Effective immediately, teams can not request to play at specific times or dates, the schedules in all divisions will be set-up with all teams playing in differnt fields and times to be divided equally for all teams. No special requests will be accepted since it has created confusion and wasted time in the past.

  2. Bye requests would only be approved if we have an odd number of teams, and 1 or 2 teams would get a weekly bye but if we have an even number of teams then we are not able to grant any team a Bye.

  3. If the divisions are all an equal number of teams, all teams will play all rounds with no Bye and no exceptions will be made because it would create an instability and confusion to our schedules.
  4. Games can not be rescheduled for any reason and no exceptions can be made or appealed.

27)-Team Jersey's/Uniforms. A completed game sheet lists which lists the names of the team officials present at the match. The game sheet shall also include the names and jersey numbers of the players participating in the match. Both teams must have a complete set of uniforms. They must have the same colours and patterns. Before game start, players need to wear proper shoes, socks, and shin pads. There shall be no exceptions. A team shall have no longer than 10 minutes grace time to ensure there are sufficient players in compliance; otherwise, the referee shall declare the team has defaulted the game.)  The Home team has the onus to change uniforms or DEFAULT GAME as per referee’s discretion.

Home team shall change jerseys if the jerseys match with those of the opposing team. The rules that control colour clashing football kits specifically are as follows:

  1. Colours: The two teams must wear colours that distinguish them from each other and, the referee and the assistant referees.
  2. Home team is responsible for changing to a different colored jersey/shirt. A pinnie can also be used on top of current jerseys if the players numbers can be identified by the officials.
  3. The referee will start the clock at the 30 minutes game scheduled time and allow it to run 10 minutes of grace for the home team to change the team uniforms, if the home team complies within the 10 minutes grace period than the game will resume play with the balance time on the clock to be played. If the home team fails to comply with the proper uniform change within the 10 minutes, the game will be considered a default in favor of the opposing team and the game can be played only as an exhibition game regardless of the final score result.
  4. Each goalkeeper must wear colours that distinguish him from the other players, the referee, and the assistant referees.

28)-Players Stats

  1. It is the coach/manager and or players responsibilities to review and advise the referee about any discrepancies(s) on the final game results and players stats after the game is finished so the referee can make the proper adjustments if needed.
  2. VMSL will not alter or change the results and game stats after the game sheets are turned over to the league by the referees., There shall be no exceptions after the fact.
  3. The team coach or manager may request the referee to show the completed game sheet for coach or manager to offer corrections. The referee shall have the final decision to accept any correction requests.
  4. If the coach or manager remains unsatisfied regarding the game sheet and stats, the form available on the website shall be used to request the VMSL to review the issue with the referee. The form must be completed and tendered to the VMSL within 48 hours.
  5. It is the responsibility of the Team Officials, coach, manager, and team owner to keep track of all players accumulated red and yellow cards and penalties accumulated during each soccer season regardless of if they get any notification from the league.
  6. The VMSL will not accept telephone calls, text messages or emails raising such discrepancies and will totally disregard those methods of communication.

29)-Free Kick Distance: For defending a free kick on the 8 v 8 small field is 7 yards(steps) and the minimum distance for defending a free kick on the 10 v 10 big field is 9 yards(steps).

 

30)-Score and Time on The Clock: The score is an essential part of every game. This, in turn, makes the scorekeeper an essential official. All referees must use the clock and the scoreboard with real time updates on the scoreboard so both teams are aware of their playing time and score situation. 

 

31)-Football Penalty Rules on Spot Kick: FIFA Football Law 14: Rules of a Penalty Kick. How does the referee prepare for penalties in football? The match official will clarify and confirm all these points before a player takes a football penalty spot kick.

  1. The referee places the ball on the penalty mark (the spot) and it must remain stationary. The goal posts and net must also be still (e.g., not moving). Next, the match official will identify and confirm which player is the nominated penalty kicker for the upcoming shot at goal.
  2. The goalkeeper must be on the goal line between the goal posts and facing towards the kicker. The goalie must stay on their goal line, between the goalposts, until the shooter kicks the ball.
  3. All the other players, except the goalkeeper and the penalty kicker, must be a minimum of 9.15 metres (10 yards) behind the penalty mark (and the ball). They must remain on the field but outside of the penalty box, including the penalty arc, until the kicker shoots the ball. At this point, the keeper can only move sideways on the goal line (not forward).
  4. Penalty Spot Yards:
  5. The penalty taker shoots the ball towards the goal from 10.97 metres (12 yards) out and tries to score.
  6. The penalty taker must kick the ball in a forward movement. Even so, they can 'backheel' the ball providing it moves forward.
  7. During football penalties the kicker can only touch the ball once until another player touches the ball. The ball becomes live or 'in play' once it gets kicked and it moves.
  8. The goalkeeper must have at least part of one foot touching the goal line (or in line with it) as the penalty taker kicks the ball.
  9. Completion of the penalty kick occurs when (either):
  10. The ball stops moving.
  11. It goes out of play.
  12. The referee stops play for any other offence.
  13. The penalty spot kick results in a goal scored if the ball enters the goal.

Penalty Kicks Extra Time. The referee can allow additional time for a player to complete the kick. This penalty rule applies to the end of each 30-minute half of normal play, and after the ball gets kicked, the play becomes complete when either:

  1. The ball stops moving, or it goes out of play.
  2. The ball gets played by any player (including the kicker) other than the defending goalkeeper.
  3. The referee ends play for an offence committed by the kicker or one of the kicker's teammates.

Note: In some cases, a penalty can be retaken. It may happen if a defending team player (including the goalie) commits an offence, and the penalty is either missed or saved.

 Soccer Penalty Rules: Spot Kick Infringements,

  1. What if one of the defending players enters the penalty area (or penalty arc), after the referee blows the whistle, but before the kick? in this case the referee allows the penalty to be retaken if a goal is not scored.
  2. What if the kicker's teammates enter the area or arc after the referee blows the whistle and before the actual kick? In this case the ref can:
  3. Make the team retake the penalty - even if they score a goal.
  4. Award an indirect free kick to the defending team if they failed to score (e.g., miss the penalty).

FIFA Rules On Feinting a Penalty Spot Kick

  1. Football penalty rules let players use 'feinting strategies' to confuse an opponent when taking a penalty kick. But the referee can caution the spot kicker if they consider it to be an act of unsporting behavior.
  2. As a rule, illegal feinting performed by the penalty kicker would always result in an indirect free kick. This would be the outcome even if the player 'scored a goal'.
  3. Even so, players cannot 'deliberately' stop at the end of their run up and create a feint that gains an advantage (e.g., by misleading the keeper).
  4. In fact, this is a deliberate infringement of the official Laws of the Game. Despite this, it is sometimes difficult to detect.
  5. The referee would rule this as an act of deliberate unsporting behaviour. The outcome would be the issuance of a yellow caution card and the player loses the chance to have a second shot at goal.

Can You Pass a Penalty Kick?

  1. It is one of the lesser-known facts about penalty kicks. But yes, you can! To be legal, it must be one of the penalties taken within a regular game and not as part of a penalty shootout.
  2. You rarely see this type of play in the modern game. But one or two of the more flamboyant players have used this penalty kick technique. In most cases, they did it to get a teammate on the scoresheet.

An Example:

  1. The shooter kicks the ball forward from the penalty mark a few yards or so. One of his teammates runs into the box after they kicked the ball. They shoot the ball into the back of the net - resulting in a goal!
  2. That is how some of the most memorable penalties work in football. It's risky... but very entertaining for the crowd to see and the TV pundits to comment on.

Can You Score a Rebound from A Penalty Kick?

  1. Even though the simple answer is yes, it would only count under certain circumstances. The penalty must be one taken during a normal game (not a shootout).
  2. First, the ball must first contact another player (e.g., the defending goalie). Once that happens, yes... you can hit the rebound and go for a goal.

NoteA ball rebounding off the post would not always count. After it rebounds, the ball must touch some other player before you can score.

 

32)-Number of Players on The Field of Play

10 v 10 Field

  1. A team playing in a VMSL 10 v 10 competition will be allowed to dress a maximum of twenty (20) players and have a maximum of four non-playing personnel on the game sheet and in the technical area. Any team with more than 4 non-playing personnel in the technical area will be fined $250.
  2. A team with a minimum of seven (8) players must commence play immediately.
  3. A team with less than seven (8) players has a ten (10) minute grace period commencing 3 minutes from the time that the game was scheduled to start. After the ten (10) minute grace period, any team with less than seven players will be considered to have lost by default. In circumstances where neither team has seven (8) players within the allotted time, the VMSL will review the case and may impose sanctions as deemed appropriate. 

8 v 8 Field

  1. A team playing in a VMSL 8 v 8 competition will be allowed to dress a maximum of twenty (20) players and have a maximum of four non-playing personnel on the game sheet and in the team bench. Any team with more than four non-playing personnel in the team bench will be fined $250.
  2. A team with a minimum of six (6) players must commence play immediately.
  3. A team with less than six (6) players has a ten (10) minute grace period commencing 3 minutes from the time that the game was scheduled to start. After the ten (10) minute grace period, any team with less than six (6) players will be considered to have lost by default. In circumstances where neither team has six (6) players within the allotted time, the VMSL will review the case and may impose sanctions as deemed appropriate.
  4. Any team that has the minimum number of players required to start the game must enter the field of play and commence playing. The referee will start the clock as per the scheduled time. if any team refuses to start the game with the minimum number of players, the referee will give a caution to the team that the game will be a forfeit regardless of the 10 minutes grace time which is only required and applicable for teams that do not have the minimum numbers of players on the field to start the game or need to change conflicting jerseys.

33)-Player Equipment

  1. All player equipment must meet standards as per the FIFA Laws of the Game.
  2. All player jerseys must be visibly numbered.
  3. Players with casts are not permitted to play.
  4. Players with orthotic braces will be permitted to play at the referee’s discretion.

34)-Substitutions

  1. Player substitutions during a match shall be permitted.
  2. Substitutions can be made during game play, without a stoppage, but are subject the following rules.
  3. Substitutions can only be made when the exiting player has left the field and returned to the substitution zone. A player is considered to have left the field when he is outside the field of play between the ends of his team’s bench area, and if he is not interfering with play.
  4. The player entering the field of play can only do so from the substitution zone and only after the exiting play has physically returned to the substitution zone.
  5. In the event of an injury the referee may relax the substitution rules to accommodate the removal of the player from the field of play.
  6. Breach of these rules will be subject to a yellow called upon the either the player illegally exiting the field or the player illegally entering the field.

35)-Duration of Games/Abandoned Games by The Referee/Teams:

  1. According to the current laws of the game (as authorized by FIFA and IFAB), the referee has the authority to abandon the match, at his/her discretion, for any infringement of the rules or because of any outside interference.
  2. In all games, the Game Official shall be the official timekeeper and he shall be in complete charge on the field in accordance with the VMSL Laws of the Game and each half of play must be on the score board for full view and not the referee’s watch.
  3. Each half of each game shall be 30 minutes in duration with a 2-minute half time break. Three minutes after the scheduled time of the game the referee shall turn on the clock to commence play whether the teams are ready to play. The periods may not be shortened due to booking times. Every team and every game will play (2) 30 minutes halves on the clock.
  4. The minimum time to be played shall be forty minutes (2/3 of the regulation time) for the game to be considered complete and the score final. In the event the VMSL extends the time of each half this rule shall continue to apply except the minimum time shall be 2/3 of the total time.
  5. If, because of a match falling short off 60 (sixty) minutes in duration and if the soccer match is abandoned after 45 minutes of play, the VMSL shall, in their absolute discretion, determine the outcome of the match.
  6. If the score in a playoff game is tied after regulation time and the playoff championship cannot otherwise be decided game, the game shall be decided by penalty shots according to the FIFA rules.
  7. According to the current Laws of the Game (as authorized by FIFA and IFAB), the referee has the authority to abandon the match, at his/her discretion, for any infringement of the rules or because of any outside interference.
  8. Games suspended by the game official because of player or spectator interference or demonstrations or violence during a match game must be reported directly to the discipline director or committee who shall decide whether the score at the time of the suspension of play shall stand/draw or a forfeit or such other decision as may be deemed necessary under the circumstances. 
  9. Notwithstanding any discipline decisions arising out of an abandoned game, the VMSL reserves the right to impose fines, bonds, or suspensions for a definite or indefinite period of team or any of its player for a definite or indefinite period where a game is suspended because of players or spectator misconduct described.
  10. Abandoned games shall not be rescheduled or replayed. All discipline issued in a game that is forfeited, suspended, or abandoned will be binding.
  11. If the VMSL believed that a rule was enforced inappropriately during a game (e.g., a clerical error or misapplied rule, not a “blown call”) by the referee and there is an appeal by any of the involved teams, the VMSL discipline director shall in his absolute discretion gather all match details from the referee and the 2 teams involved to determine the outcome of the match. The decision will be final, and no appeal will be allowed.

35A)-Guidelines for Resolution of Terminated and Abandoned Games

Guidelines for Referees, Coaches, and Division Directors for Reporting and Resolving Terminated and Abandoned Games

  • Ensuring everyone’s safety is the responsibility of all referees involved with VMSL soccer games. There are two mechanisms for the termination or abandonment of a match either during or immediately prior to the start of play: termination by the referee and abandonment by a coach due to players safety or any serious player injuries or any other unforeseen circumstances beyond anybody’s control.

Termination by the Referee

  • VMSL referees have a duty to determine if “the condition of the field of play or its surrounds are such as to allow or not to allow a match to take place.” VMSL referees are empowered to decide to officially start, stop, suspend, or terminate a match for infringement of the Laws such as excessive red cards, for outside interference, and for the safety of the players should the field conditions require that action. 
  • After a terminated game, referees shall file their reports immediately, if possible, but not later than the normal game reporting window of 72 hours and shall address the circumstances that led to the stoppage of the game. 

Abandonment by a Coach

  • Coaches may abandon their team’s participation in a match if they become concerned that by continuing with the game their players would be exposed to a risk of serious injury due to player infringement of the Laws, outside interference, or field conditions. To abandon a game, coaches shall call their players to the sideline in front of their bench and request that the captain or another player inform the referee that the team is abandoning the game. Coaches are required to follow the Zero Tolerance Policy when communicating to the referee that they are abandoning the game. The game shall be abandoned when the referee signals that the match has ended. VMSL will consider if fines would be assessed and applied.
  • After an abandoned game, both coaches shall immediately (day of game) file written reports on the abandoned or terminated game to VMSL. The coach who abandoned the match shall specifically indicate why the team was pulled and the game abandoned. 

The rules for abandoning a soccer game are as follows:

The game shall be abandoned when the referee signals that the match has ended. If a match is terminated or abandoned, the decision on a resolution of that match is NOT up to the referee or the coaches of the two teams. Determining the result of the game is an administrative decision of the league.

Final Game Resolution

The league determines the outcome of an abandoned game, not the referee or coaches in determining the outcome of a terminated or abandoned game, the responsible “VMSL League Director” with “VMSL officials” or “VMSL Discipline Chair” Director has the following options. See below for guidelines:

  • Declare the game official and accept as final the score recorded at the point when the game was terminated or abandoned. Ex: (serious player injurie)

  • Award a single or double forfeit to one or both teams if the behavior of either team is, in the discretion of the VMSL League Director, particularly egregious.

The “VMSL League Director” with “VMSL officials” or “VMSL Discipline Chair” will treat all terminated or abandoned matches within a given Section in the same manner, when the circumstances are similar. The “VMSL League Director” with “VMSL officials” or “VMSL Discipline Chair” may also accept the result as final if both coaches agree to the result. While coaches must act in the best interest of the safety of their team, abandonment of a match does not necessarily mean that the match will be replayed.

 

36)-Game Officials

  1. All Game Officials shall be under the jurisdiction of the VMSL.
  2. The VMSL (including the referee coordinator) has the right to remove any Game Official from the official list if desirable to do so.
  3. The Game Officials for each game shall be appointed by the VMSL referee co-ordinator designated for such duties, and such appointments shall be from the official lists of referees.
  4. The VMSL assigns Game Officials for all scheduled games, but if through unforeseen circumstances a Game Official on the official list is unable to act, the team captains may agree (by signing the game sheets) on another Game Official to take his/her place for the game or duration of the game.
  5. If a Game Official does not show up for a scheduled game and the teams cannot agree upon an alternate registered and certified Game Official to complete the game, the teams must notify the VMSL, and the game may be rescheduled if possible. If reschedule is not possible the game shall be entered as a 0-0 tie.
  6. Game Officials shall receive fees as established by the VMSL in respect of games handled by them.

37)-Game Officials’ Responsibilities

  1. The official dress for VMSL Game Officials shall be as per current FIFA Laws.
  2. The Game Official has the authority to determine the fitness of the pitch in all games and his decision shall be final.

38)-Game Officials Shall:

  1. Within seventy-two (42) hours following completion of a game in which they have officiated, forward any game report in accordance with ASA/CSA regulations to the VMSL office, either via post, fax, or electronic form.
  2. Verify that the VMSL- recognized ID card is valid and that the photo and name coincide with the player, coach, manager, or Team Official presenting the card.
  3. Failure on the part of a Game Official to comply with rules may, at the discretion of the Director of Referees, result in non-payment of fees and/or loss of future assignments.
  4. Complaints by or against Game Officials shall only be considered if made in writing to the VMSL on the form provided on the website. No action will be taken on verbal complaints or text messages or emails.
  5. The VMSL, the referee coordinator or the Discipline chair or committee has the right to summon any Game Official before a specified meeting to clarify his report or to answer for his conduct within the jurisdiction of the VMSL.

39)-Referee's Responsibilities During Games.  

  1. Both teams must provide to the referee printed game sheets. (NO HAND-WRITTEN NAMES OR ALTERED GAME SHEETS WILL BE ACCEPTED).
  2. (10 minutes grace time to provide proper game sheet or the result will be an automatic game default). Game can be played only as an exhibition regardless of the final score result.
  3. Mark all infractions on game sheet.
  4. All referees report must be sent in to info@vmsl.ca within 42 hours.
  5. Score and Time on the Clock: The score is an essential part of every game. This, in turn, makes the scorekeeper an essential official. All referees must use the clock and the scoreboard with real time updates on the scoreboard so both teams are aware of their playing time and score situation.
  6. If the referee does not follow the above duties during a game, VMSL may not pay for the referee fees for the game played.

Blood Or Bodily Fluids.

  1. This is a reminder that all referees have a duty to take the correct action in the case of blood or bodily fluids contaminating the playing surface and its surrounds or any equipment or clothing.
  2. If blood or bodily fluids contaminate the playing surface or it's surrounds, the game must be suspended, and the facility staff informed. The game must not be restarted until the facility staff has carried out a complete cleaning protocol to remove and disinfect the contamination.
  3. If a game is suspended or terminated due to blood or bodily fluid contamination that is dealt with by the facility, the referee must submit a written report the league they are working for in that game.
  4. If blood or bodily fluids contaminate a participant's clothing or equipment, the individual's participation must be interrupted until any bleeding has stopped and the contaminated clothing has been replaced.

40)-Trophies and Awards

  1. All trophies provided by or donated to the VMSL shall always remain property of the VMSL and shall be competed for annually in perpetual competition. Such trophies shall be returned to the VMSL by the previous winners one month prior before such trophies is due for competition again. Trophy winners shall be held responsible for the safety of such trophy while it is in their care and for the correct engraving or repairs necessary. When the trophy is returned to the VMSL, any charges required to bring the trophy into good repair shall, at the discretion of the VMSL, be charged to the previous holder.
  2. Individual awards made to players or other members by the VMSL as individuals shall remain the property of that player or other member honoured.

41)-Discipline / Red Cards / Yellow Cards / Blue Cards. Yellow Cards (Cautions). The following suspensions for yellow card accumulation during a season shall be automatic:

  1. 2 Yellow Cautions in A Game - 1 Game Automatic Suspension
  2. 3 Yellow Cautions - 1 Game Suspension. ( if a players receives an accumulation of 3 yellow cards during the regular season or in the last day of the regular season, the one game suspension will not carry over the playoffs and the player is allowed to play).
  3. 6 Yellow Cautions in A Season - 2 Game Suspension
  4. 7+ Yellow Cautions in A Season - Discipline Chair discretion to suspend that player as he sees fit.
  5. Two (2) cautions (yellow cards) received by a player in a single game will not be calculated in the above but will be dealt with as an ejection which will merit an automatic one (1) game suspension.
  6. The player incurring the yellow cards must sit out the game immediately following the game in which he received the last caution.
  7. It is the responsibility of the Team Officials, coach, manager, and team owner to keep track of all players accumulated red and yellow cards and penalties accumulated during each soccer season.
  8. Respecting cautions, every player may start each soccer season with a clean record. Accumulated yellow cards will be removed from his record at the start of the new season. This section does not apply to players currently suspended, or those in the process of being suspended.
  9. All fines and/or bonds incurred by any player, coach, manager, or team must be paid in full before the individual or team concerned may resume any soccer activity after a suspension.
  10. Every player may start the playoff round with a clean record; except for the completion of suspensions received during league play that have not been completely served.

41.1)-Red Cards (Ejections)

  1. Any Team official or player receiving an ejection during a game must leave the field of play immediately.
  2. A team official or player ejected from a game may not re-enter or return to the field of play.
  3. A player issued an ejection shall be considered suspended immediately.
  4. The Manager or Coach of the player or team official in question shall be sent notification of the terms of the suspension as outlined.
  5. Team officials ejected from the game shall be dealt with in the same manner as outlined for the player.
  6. Failure to comply is an offence and shall be dealt with by the Discipline Chair and /or a Discipline Committee.
  7. Ejection (RED CARD) for misconduct, Abusive, Insulting, and/or Offensive Language or Gestures against the game officials, coaches, managers, or players: by players and/or coach managers. The ejected player is not allowed to stay at the team’s bench, and he will have to go straight to the locker room. After a player is dismissed, the team will have to continue playing with one player less. The player will be banned from the next game and, possibly, for more games to come.
  8. A player who receives a second caution (YC) in the same match will be sent off and takes no further part in the match and may not be replaced/substituted.

41.2)-Can a player be given more than one red card in a single game? 

  1. A player is sent out of the match right after receiving a red card. However, a referee is not forbidden by the rules of football to give more than one red card to the same player during a single game.
  2. A player refusing to leave the field of play after being booked with a red card and was given a second one to force him out of the playing area.
  3. If the player stays on the field and continue arguing with the referee the count of red cards could reach six. The player will be banned for two years.

42.3)-Can coaches or Managers be given a RED CARD? The referee may send off managers, coaches, or other team officials including assistant coaches, and trainers for inappropriate behaviour. However, team officials may not be given a RED CARD (except for spitting).

  1. First Offence - 3 Game Suspension
  2. Second Offence - 6 Games Suspension
  3. Third Offence - Hearing And/or Expulsion from VMSL

42.4)-Blue Card Caution. Referees can send a player off the field for a minimum 3-5 minutes "cool down period" when the situation warrants. This player may be replaced by a substitute. *Referees may give this penalty for: - a tendency toward rough play - persistent verbal harassment of opponents and/or fellow team members. - dissent toward referee - any other behavior deemed inappropriate by the referee. A player suspended from play will be shown a blue card by the match official and informed that he shall be suspended from play for a minimum of 3-5 minutes. Referees have discretion to determine where misconduct falls between a blue or yellow card.

 

42)-Misconduct/Violation of Offenses

  1. Any Team, team official, or player reported for misconduct shall be dealt with by the VMSL through the VMSL or the Discipline Chair and/or Discipline Committee.
  2. All cases of misconduct involving alleged physical assault, attempted physical assault or threatening behavior towards a game official by any team, team official, or player shall be dealt with by the Alberta Soccer Association.
  3. In addition to matters referred to in any other Bylaw, Rule, or Regulation of the VMSL, it shall be misconduct if any team, team official, or player is proved, at a hearing, to the satisfaction of the Discipline Chair, or Discipline Committee to have done, or permitted, or assisted in doing or permitting any of the following:
  4. Violated the Laws of the Game and/or Bylaws, and/or Rules and Regulations of the Victoria Masters Soccer League.
  5. Bet on any game other than on registered lotteries or pools.
  6. Offered or attempted to offer, directly or indirectly, any consideration whatsoever to any Association, Club, Team, Team Official, Player, or Official of any Association, or to any Game Official with a view to influencing the results of any game or accepting any such consideration.
  7. Committed any act or made any statement either verbally or in writing, or been responsible for conduct, continuing misconduct, or any other matter which, in the opinion of the VMSL, is unsportsmanlike, insulting, or improper behaviour or likely to bring the game into disrepute.
  8. Players cautioned on the field of play and not sent out of the game shall not be dealt with by the Discipline Chair or Discipline Committee until the seventh such caution has been noted unless it is contained in the report of the Game Official.
  9. Members ejected from a game for misconduct shall be dealt with as soon as possible by the Discipline Chair or Discipline Committee on consideration of the reports at hand.
  10. The decision of such hearings will be given as soon as possible to all involved and such decision will not be suspended pending further appeal or protest from any of the parties concerned.
  11. When a hearing is called by the Discipline Chair or the Discipline Chair, the player(s) or other team members required in attendance shall be informed of the time, date, and place of such hearing by a notice from the Discipline Director to the team representative concerned, or other executive officer of the team, and it shall then be their duty to inform the player(s) or team member of the hearing and ensure that they attend. The representative shall speak on behalf of the player or member if he/she so desires at the hearing. Others required to be present shall also be given notice by the person chairing the meeting.
  12. A minimum of forty-eight (48) hours notice will be given for attendance at a discipline hearing which the ejected member(s) have the right to waive. The onus is upon the ejected member(s) to contact the VMSL office to acquire the time and location for their discipline hearing.
  13. Where a team has been suspended from the VMSL for misconduct, all players may or may not be suspended for one (1) year. The owner, manager or coach of the team may or may not be suspended for two (2) years. The VMSL or a discipline committee appointed for that purpose may review the suspension and reinstate any player or club official upon appeal before the suspension has expired.
  14. Any player or member failing to appear before a discipline hearing after due process has been served will be automatically suspended and fined one hundred dollars ($100) plus GST for each no show following subsequent due process. The fine may be waived where extenuating circumstances are demonstrated.

43)-Team Appeals/Protests

  1. The appeal/protest form must be filled and submitted within 48 hours for any protest regarding games must be made in writing on the Requests form on the VMSL website to the Discipline Chair within 2 business days of the incident excluding weekends and statutory holidays and must be accompanied by the protest fee of $250.00 dollars ($250), which will be refunded only if the appeal, dispute, or protest is upheld. No protest fee is required where protests involving ineligible or under aged players are in issue.
  2. Please note that any request or game review form submitted after the 48 hour's deadline will not be accepted or reviewed by VMSL. 
  3. The protest fee shall be paid simultaneously with the protest by e-transfer to the payment@vmsl.ca. No written document can be considered as a protest unless it is accompanied by the fee stated and is received within the proper time limit. 
  4. The Discipline Chair or, if the circumstances warrant another member of the Disciplinary Committee shall review the circumstances as required, make a ruling, and notify the involved parties of the decision.
  5. All parties directly involved in a protest hearing shall be notified of the protest hearing and have the option to attend the proceeding if required by VMSL.

44)-Discipline Hearings

  1. Each discipline hearing held within the jurisdiction of the VMSL shall be conducted in accordance with the following requirements:
  2. A discipline hearing committee shall have no less than three (3) members, one of whom shall act as Chairman.
  3. One of the Committee shall act as the recording secretary or a non-voting secretary (not one of the committees) shall be appointed to be present for the hearing.
  4. An accused may be accompanied by legal counsel only with the permission of the VMSL.
  5. The accused or his accredited representative shall be present, or the hearing shall not proceed.
  6. Failure to appear at a discipline hearing when due process has been given shall result in suspension of the accused until he requests, in writing, and attends another hearing.
  7. A request for another hearing shall be accompanied by a non-refundable fee set by the VMSL, in the form of a certified cheque or money order or E-transfer to the VMSL.
  8. Postponement of a hearing may be granted by the Committee on terms communicated in advance of the hearing.

45)-Timelines and Notices

  1. Any Team, Team Official, or Player accused of misconduct shall be dealt with as soon as possible by the Discipline Chair or Discipline Committee on consideration of the reports on hand.
  2. Any Team, Team Official, or Player shall be given a minimum of forty-eight (48) hours notice of any scheduled discipline hearing if their presence is required by the Discipline Director or Discipline Committee.
  3. The decision of the Discipline Director at such hearings will be given as soon as possible to all involved and such decision will not be suspended pending further appeal or protest from any of the parties concerned.
  4. If the Discipline Chair or Committee requires further evidence, the hearing will be adjourned pending a follow-up investigation. The Committee must reconvene at the earliest opportunity and arrive at a decision.
  5. The result of the hearing shall be sent to the accused no later than fifteen (15) working days after the hearing. 

46)-Team/Coach/Manager/Player/Referee Expulsion and Appeals.

  1. An appeal regarding the decision of the Discipline Chair may be made in writing to the VMSL within 2 business days of notification of the decision and must be accompanied by two hundred and fifty dollars ($250) which will be returned only if the appeal is upheld by the VMSL. The operations of the Discipline Chair or Discipline director decision shall not be suspended pending appeal. 
  2. The appeal regarding the decision of the VMSL may be made in writing to the Agent (official representative) of the Alberta Soccer Association accompanied by the appeal fee and within three (3) business days of the VMSL decision. The decision of the VMSL stands pending the further hearing of the appeal.
  3. Suspensions will remain in effect until the decision of the VMSL appeal hearing is released.
  4. Protesting parties check with the ASA before submitting appeals to the Alberta Soccer Association, so that they can be made aware of current regulations regarding same by the Association, and therefore, protect themselves from misfiling appeals. The VMSL shall confirm in writing the instructions they give in such instances. 
  5. VMSL have the Right to bar from games scheduled by the league, any team, any team player, or official who, in their judgment has violated the laws of the game, the rules, regulations, by-laws or constitution or any type of misconduct which may bring the game or society into disrepute. Where a person is in breach of these Bylaws; or where a person misconduct or condition proves detrimental to the VMSL or brings the game of soccer into disrepute; or for any because which is deemed sufficient in the interests of the VMSL. Misconduct includes behavior on or off the field of play that is the subject matter of a complaint initiated by a VMSL member or any other person involved in the game, including spectators.

47)-Submission to Appeal Requirements.

  1. In accordance with the VMSL Appeals Policy, to submit a request for an appeal, a person must:
  2. Apply in writing by filling out a VMSL Appeal Form within 2 business days after receipt of the decision being appealed. Team fees must be current with the league or brought up to date before appeal is considered and granted.

48)-The Appeal Application Must Contain:

  1. Decision being appealed.
  2. Reason for appeal.
  3. Statement of facts.
  4. Rule or regulation that has been contravened.
  5. Remedy sought

49)-Submit the Appeal Application and The Required Appeal Fee Of $250.00.

  1. Payment can be made by e-transfer to payment@vmsl.ca.
  2. Submission of appeal request can be made by e-mail.
  3. Applications will not be processed without receipt all required documentation and the appeal fee.

50)-Appeal Fee Will Be Refunded in Full If:

  1. The appeal is not granted.
  2. If the appeal is granted and the decision is overturned in its entirety.

51)-Appeal Procedure:

  1. With all required persons present, the hearing shall proceed as follows:
  2. The Chairman shall read the report and state the offence.
  3. The person(s) writing the report(s), if present shall be given the opportunity to amplify or qualify the report(s).
  4. The accused shall be allowed to ask relevant questions of the author of the report if he/she is present or make submissions on the report and testify on his/her own.
  5. The accused and the person(s) writing the report shall have the opportunity to call witnesses limited in number at the discretion of the Committee.
  6. The Chairman and any Discipline Committee Member may question the accused or any witnesses.
  7. The person(s) writing the report and the accused shall be allowed to make any final summations before withdrawing.
  8. The Discipline Hearing Committee shall consider the report and any further evidence provided and shall either decide on the case or adjourn the hearing in accordance with section.
  9. The accused shall be notified in writing of the result of the hearing, in accordance with section.

52)-Punishments, on misconduct or the violation of an offence being proved to its satisfaction, the Discipline Chair or discipline committee shall have the power to order the offender:

  1. To be suspended from all specific soccer related activities either permanently, indefinitely or for a stated period.
  2. To be suspended for a specific number of games in a designated competition(s).
  3. To be fined and/or bonded (with or without suspension), the fine amount to be at the discretion of the VMSL.
  4. To be censured (verbal reprimand).
  5. A Discipline Chair or Discipline Hearing Committee shall set timelines for the payment of any costs, fines or bonds and may set further terms of punishment for non-compliance.
  6. Notwithstanding in all cases of alleged physical assault or attempted physical assault of, or threatening behaviour toward a game official, the accused shall be suspended from all soccer activities until the case has been decided by Alberta Soccer Association.
  7. Notwithstanding in all cases where a person has been charged in Criminal Court because of soccer activities, the cases must have been concluded in the Criminal Court before the VMSL or League in Membership may decide if further proceedings are warranted pursuant to their Rules and Regulations.
  8. Suspensions shall be served for a continuous period or for consecutive games, except where there is a break in the competition, in which case the suspension may continue accordingly.
  9. While suspended, a player is prohibited from participating in any capacity in the VMSL.
  10. Suspensions must be served with the team the player is registered with, and only games missed from his team will be counted toward the suspension. If the suspension is for three games or more, the player is prohibited from playing for any team in any other division in the VMSL until the period of suspension is served in the applicable division.
  11. The suspensions may, at the discretion of the VMSL and/or Discipline Chair and/or Discipline Committee, be modified if extenuating circumstances prevail.
  12. The VMSL reserves the right to prohibit any player, manager, or coach from participating in the VMSL.

53)-Offences and Suspensions

  1. The VMSL and/or Discipline Chair and/or Discipline Committee have the right to increase or decrease the suspension according to the circumstances and severity of the incident.
  2. Ejections (Red Cards) for Abusive, Insulting, and/or Offensive Language or Gestures against the game officials:
    1. 1st Offence 3 Games Suspension
    2. 2nd Offence 6 Games Suspension
    3. 3rd Offence Hearing

54)-Can A Player Be Given More Than One Red Card in A Single Game? A player is sent out of the match right after receiving a red card. However, a referee is not forbidden by the rules of football to give more than one red card to the same player during a single game.

 

55)-A Player Refusing to Leave the Field of Play After Being Booked with A Red Card and was given a second one to force him out of the playing area. If the player stays on the field and continue arguing with the referee the count of red cards could reach six. The player will be banned for two years.

 

56)-Serious Foul Play

  1. Dangerous Tackle or Serious Foul Play (First Offence) - 2 Games (Second Offence) - 4 Games
  2. Charging  (First Offence) 2 Games (Second Offence) - 4 Games
  3. Push From Behind (First Offence) - 2 Games (Second Offence) - 4 Games.
  4. Elbow (First Offence) - 3 Games (Second Offence) - 6 Games.
  5. Denies Obvious Goal- Scoring Opportunity (First Offence) - 1 Game (Second Offence) - 2 Games.
  6. Indiscriminately Kick Opponent (First Offence) - 3 Games (Second Offence) - 6 Games

59)-Bonds and Fines. (Collectively Referred to Below As “Bonds”).

  1. Bonds must be paid to the VMSL office within five business days.
  2. Bonds will be held, in trust, by the VMSL for the term of the bond.
  3. Bonds are posted by a club or team or individual to ensure that the same will comply with the rules and regulations of the VMSL or any terms as outlined by the bond.
  4. If the said club or team or individual contravenes any of VMSL rules and regulations or any term of the bond, the bond may be forfeited in whole or part.
  5. The bond will be returned to the club or team or individual once the term is successfully completed.
  6. No interest will be paid on any bonds, returned or not, by the VMSL.
  7. Any club or team or individual wishing to contest a bond must make application in writing to the VMSL within 2 business days of the bond being declared.
  8. Clubs or teams or individuals with outstanding bond payments are considered suspended until the fine is paid in full.

60)-Fines

  1. All fines must be paid to the VMSL office within five business days.
  2. Teams or individuals with outstanding fines are considered suspended until the fine is paid in full.

61)-Goalkeeper Safety

  1. The goalkeeper in his or her own 44 x 18 penalty area enjoys the ability to use hands to play the ball. Other privileges are also enjoyed. After a save, six seconds are allowed to put the ball back into play; When the goalkeeper has control of the ball, an opposing player may not touch it or try to kick it. If the goalkeeper has one finger, or a digit of one finger on the ball then that is sufficient control of the ball. If any part of the goalie is touching the ball, this is generally considered control. 
  2. In protecting the Goalkeeper against unfair play, the Referee must scrutinize for any unfair charge, contact, or interference against the goalkeeper and then decide if the goalkeeper was charged.
  3. The Referee is at liberty to issue a foul, caution, or red card where a goalkeeper has been charged by an opponent.
  4. The goalkeeper in his or her own 44 x 18 penalty area enjoys the ability to use hands to play the ball. Other privileges are also enjoyed. After a save, six seconds are allowed to put the ball back into play; When the goalkeeper has control of the ball, an opposing player may not touch it or try to kick it.   6. If the Keeper has one finger, or a digit of one finger, on the ball, then attackers must back off. Referees need to be alert to illegal charges here. Even if the keeper’s hands are close safety for the Keeper, is the most important consideration. A 50-50- ball, so called, usually is not. Usually, it means an attacker often wildly-throws his foot, leg, or body at the keeper, presumably with the ball in mind. Keepers have reasoned & rational doubts!!!
  7. Referees need to be credible in their calls by being close to such anticipated action. Attackers, who put Keepers at risk, illegally or unfairly, must be at least verbally warned, or penalized, if necessary, by either caution (yellow card) or by disqualification/ejection (red card) if necessary. Soccer is a tough, physical, combative contact sport. But is must also be played by rule, tradition, and in the spirit of the game: fair and sporting.
  8. Coaches, Players, and Referees must be sensitive to this fact and enforce and advocate safe play whenever contact around the goalkeeper is at issue. Coaches must teach their players how to perform responsible challenges. Players must learn to back off rather than risk injuring a Goalkeeper. It is a soccer community effort, to do the right thing.
  9. The goalkeeper can be very vulnerable to injury. For this reason, the referees tend to call fouls much tighter when the goalkeeper is involved. Referees must lead in doing the ‘right thing.’ Admonish any potentially risky behaviour. Stop any action that threatens the well-being, health, and safety of the keeper. Penalties can be severe including a goal kick and red card for players that endanger the goalkeeper.

61)-Team Warnings.

  1. Teams receiving more than one warning in a season for inappropriate behaviour will be fined and/or suspended from the Association.
  2. The Referee has the right to request that all:
  3. Team players must leave the field and bench area right after their respective games are finished.
  4. The referee cannot start the next game until all players have been removed off the player’s benches and field playing area.
  5. The Referee has the Authority to card and or dismiss any teams and or players at any time before games, during games and after games as long as the team and players are still inside the facility including the Victoria Soccer Club Fenced area for misconduct, Abusive, Insulting, and/or Offensive Language or Gestures against other players, team officials, coach/manager, spectators and/or are deemed loud enough, in the opinion of the Game Officials, to be audible to others.
  6. Teams and Players failing to comply with all the above can be fined and or suspended from playing in the VMSL League based on the referee reports and VMSL Director observations and recommendations.
  7. After your game is finished, all teams and players are not allowed to question the referee about his decisions during the game played. Any team or players concerns, questions or suggestions must be directed to the league by email: info@vmsl.ca and it will be dealt with appropriately off the field and not during game dates. Teams and players failing to comply with all the above, will be fined and or suspended from future play in the VMSL League based on the referee report and league recommendations.

62)-Game Forfeit/Default.

Not showing up for a game and not notifying VMSL 24 hours in advance of the game cancellations will result in a forfeit/default and several fines outlined below.

  1. Same day of the game being played will require the payment of $100 cheque or e-transfer given to the VMSL before the next game.
  2. A second same day default will require a payment of $200 for the second default prior to the next game.
  3. A 3rd same day default will require a payment of $300.
  4. After the first 3 forfeits for a same day game forfeits will result in the removal of the defaulting team from the league and no refund of league fees. (Their opponents may use the scheduled field time for a team practice).
  5. If a team has several forfeits during the season, VMSL may impose several fines and schedule all future games to the be played on the last spot of the night, teams may also be banned from playing in the VMSL.
  6. All teams must use this form for any game that your team will not participate. Game Default/Cancellation Form

63)-Game Abandonment. A game is abandoned if a team or teams walking off the field of play before the game is finished and not terminated by the referee. Notwithstanding any discipline decisions arising out of an abandoned game by any team before the game is finished and not terminated by the referee, the VMSL reserves the right to impose fines, bonds, or suspensions for a definite or indefinite period to a team coach, manager, team owner or any of its player who refuses to play after being instructed to do so by the referee.

 

64)-Team Expulsion.

  1. Team may be expelled from the VMSL if any team, coach, manager, player or official materially breaches any of the rules and regulations. A team may be expelled from the VMSL League upon a determination by the League that the team has been guilty of wrongful conduct that adversely and materially affects the VMSL or has willfully and persistently committed a material breach of the league rules and regulations to the extent that it is not reasonably practicable for the league to carry on the business affairs with the team.
  2. VMSL have the Rights to bar from games scheduled by the VMSL, any team, any team player, or official who, in their judgment has violated the laws of the game, the rules, regulations, by-laws or constitution or any type of misconduct which may bring the game or league into disrepute. Where the team is in breach of these Bylaws; or where the team misconduct or condition proves detrimental to the VMSL or brings the game of soccer into disrepute; or for any reason which is deemed sufficient in the interests of the VMSL. Misconduct includes behavior on or off the field of play that is the subject matter of a complaint initiated by a VMSL board member or any other person involved in the game, including spectators.
  3. Where the Member is in breach of these Bylaws; or
  4. Where the Member’s misconduct or condition proves detrimental to the VMSL or brings the game of soccer into disrepute; or
  5. For any because which is deemed sufficient in the interests of the VMSL.
  6. Misconduct includes behavior on or off the field of play that is the subject matter of a complaint initiated by a VMSL member or any other person involved in the game, including spectators.

65)-Fines, Suspensions and Termination of Membership. The Discipline Chair or Discipline Committee, after hearing evidence (against an affiliated league, club, team, player, or club official) and on being satisfied that an offence has been committed, shall respond by, fine or suspension, or both, as it may consider both reasonable and appropriate in a manner prescribed by the Bylaws.

 

66)-Decision to Suspend. The Vmsl, May Suspend a Team Membership for Three Months or More, For One Or More of The Following Reasons:

  1. The team has failed to abide by the Bylaws; or Deemed Withdrawn.
  2. The team has disrupted meetings or functions of the VMSL; or
  3. The team has done anything judged to be harmful to the Association.
  4. The team is not in good standing with the ASA or a district.
  5. Matters involving the discipline of players will be dealt with VMSL’s Discipline director or the disciplinary committee.
  6. The captain of a team has no special rights but is responsible for the conduct of his team.
  7. Where a bond related to performance of a team or player is posted, deductions may be made for each yellow card is $20 and for red cards $50, and $50 for all others. The disciplinary committee has the authority to determine and reassess the levy of the fine. This will be taken from the team's performance bond at the end of the season. Before the next season's play this amount must be replenished to the original performance bond amount.

67)-Turf Shoes Only.

Due to the safety of all our members, only Turf or Indoor Multi Surface shoes are allowed to be used when playing in all VMSL and Nation Cup games, Cleated and outdoor shoes are not permitted in the field of play. The Referee shall give a warning and shall not allow the player to continue playing until proper shoes are provided. 

 

68)-Team Owners, Managers and Coaches Are Responsible For. Every team and manager of a team shall make sure that every player registered in the VMSL is over the age of 35+ to be eligible to play in the VMSL over 35+ division and over the age of 45+ and 55+ to be eligible to play in the VMSL over 45+ and 55+ divisions. If the VMSL discovers a team has played an illegal or ineligible player during the current season the league reserves the right to deal with the infraction relative to every game that player played in, and the team could be subject to further censure including game forfeiture, fines, and suspension from the league.

 

69)-Scheduled Games.

  1. Team Coaches, Managers and players are advised to check the posted game schedules on a weekly basis as there might be some adjustments done to the field location and game times and dates. This is the team's responsibility to know when you are playing and VMSL will not notify any teams of any changes except for the posting on the website.
  2. Games cannot be rescheduled, and no exceptions can be made, it is your team’s responsibility to contact the league ahead of time for any changes before the season starts and not after in fairness to all other teams, the VMSL will do our best to accommodate your request if possible.

70)-Goal Scored with An Extra Person on The Field of Play. If, After A Goal Is Scored, The Referee Realises, Before Play Restarts, That There Was an Extra Person on The Field of Play When the Goal Was Scored. The referee shall disallow the goal if:

  1. the extra person was an outside agent and he interfered with play.
  2. the extra person was a player, substituted player or team official associated with team that scored the goal.

If, after a goal is scored, the referee realises, before play restarts, that there was an extra person on the field of play when the goal was scored. The referee shall allow the goal if:

  1. the extra person was an outside agent who did not interfere with play.
  2. the extra person was a player, substitute, substituted player or team official associated with the team that conceded the goal.

If, after a goal is scored, the referee realises, after play restarts, that there was an extra person on the field of play when the goal was scored. The referee shall:

  1. shall stop play (although not immediately if the player in question does not interfere with play or if the advantage can be applied)
  2. handle misconduct as appropriate.
  3. report to the referee the incident.

71)-Players Spitting on The Field of Play and Bench Areas Is a Very Serious Issue.

"Spitting is disgusting at all times. It's unhygienic and unhealthy, particularly if you spit close to other people or in an indoor soccer field. You would not spit inside your house so why should you do it on the football pitch. Spitting near other people or on the indoor soccer pitch it could certainly increase the risk of passing on infections to other players and children who play or participate at the facility. Certainly, spitting is a nasty habit that should be discouraged by all team players and managers – and it should be discouraged by the clubs."  Referees are directed that if anyone is caught spitting on the indoor Victoria soccer fields any time during and after games the referee will issue an automatic RED CARD which will result in a suspension for the remainder of the game and a bar from the facility at the discretion of the Victoria Soccer Club. (A player red carded for spitting will have to leave the field of play and the team can replace him with another player).

 

72)-Slide Tackle Rule.

  1. Slide tackling is prohibited in all matches. Players are permitted to slide to play a ball provided they are NOT in proximity to any other player. If in the referee’s opinion the slide tackle is reckless and could injure a player, a Caution (Yellow Card) MUST be issued.
  2. Players deliberately slide tackling should be assessed either a yellow or a red card depending on the severity of the infringement as determined by the referee. The slide tackle rule also applies to goaltender if they slide to tackle an opponent. However, a goalkeeper can slide to save the ball if he plays or attempts to play the ball with his hands.
  3. Slide tackling involves contact by an opponent when challenging for the ball and will result in a direct free kick, or penalty kick if inside the penalty area, being awarded to the opposing team.  Sliding within the vicinity of an opponent which demonstrates a lack of concern for the safety and well-being of an opponent, where no contact is made, is defined as playing in a dangerous manner, and will result in an indirect free kick being awarded to the opponent at the spot of the infraction unless inside the goal area where it will be brought out to the edge of the goal area parallel with the goal line.
  4. Factors for consideration - the referee will assess the motion of the player sliding, the proximity of players, the control of the player when challenging for the ball, and any contact made when determining if a slide tackling or sliding offence has been committed.
  5. Slide tackling without excessive force, or the intent to injure that does not put other players' safety at risk, may result in a YELLOW CARD. Slide tackling by any player with excessive force, or the apparent intent to injure, or with apparent disregard for other players' safety, will result in a RED CARD.

Here Are Some Examples of What IS Allowed:

  1. A player sliding to save a ball from going out of bounds or into the goal (assuming opposing players are not near the ball and not contact with other players).
  2. A goalie sliding with his hands to make a save.
  3. A player on the ground can play the ball (assuming opposing players are not near the ball and no contact with other players).
  4. Sliding to clear a ball with no contact made to any other player, with the sliding player showing no obvious intention to “slide-tackle” another player,
  5. Sliding to block a shot or pass, providing an opponent is not in the immediate vicinity,
  6. In an offensive position, sliding to move the ball, including shooting on net, (assuming opposing players are not near the ball and no contact with other players),
  7. Lunging forward to block and/or obstruct the movement of the ball, (this means a planted foot) (assuming opposing players are not near the ball).

Remember, Sliding in And of Itself Is Not a Foul. It is only a foul if, in the opinion of the referee, the intent was to take the ball from another player, or to make contact another player. At the end of the day, the decision that an action is deemed to be a “slide tackle” is solely the responsibility and discretion of the referee. They will judge the plausibility of an action being a slide tackle and the severity of the action.

 

73)-Promotion and Relegation.  

  1. Promotion and relegation shall be decided as per the final league standings in the previous applicable season (Summer or winter). Except in exceptional circumstances that shall be dealt with at the VMSL. Teams that finish first and second in a division shall be promoted to the next highest division for the next applicable season. In divisions with two (2) groups, the top two (2) teams in each group within the division will be promoted to the next highest division for the next applicable season. Teams that finish last and second from last in a division shall be relegated to the next lower division for the next applicable season. In divisions with two groups, the bottom two teams in each group within the division will be relegated to the next lowest division for the next applicable season.
  2. If the season needs to be adjusted and / or shortened due to circumstances beyond one's control, a Force Majeure and/or an unforeseen event, the VMSL League reserves the full authority to decide whether there shall be no Promotion or Relegation at the end of the season. In the event of a vacancy the following season in a division, the VMSL League may fill the position by promoting and additional team from the next lowest division.

74)-Amendments, Variations and The Right To Amend.

VMSL (Victoria Masters Soccer League) hereby reserves the right to change or add to the terms of this VMSL Rules of the Game at any time, and to change, delete, discontinue, or impose conditions on any feature or aspect of VMSL with notice that VMSL in its sole discretion deem to be reasonable and viable and for the overall league’s best interest for growth and stability without Participant’s consent. 

 

75)-Please Note: Ask If You Are Not Sure About Any of These Rules.

  1. Rules and regulations are guidelines and instructions that bind all teams and players for doing something right. It is created to manage behavior, protect our general safety in an organized league environment against abuses by other people. They are like written principles, following rules and regulations help teams and players understand what is expected of them and what will happen if they violate the rules. 
  2. These rules and regulations are necessary for a stable league environment where people feel safe to come to play and enjoy themselves in a fair and equal playing environment for all teams to be themselves and to go about their business.
  3. It is every team/coach/manager/player/referee full responsibility to always read and understand these VMSL Rules and Regulations prior to playing and registering players into this league, be proactive and not reactive and you will not have any issues. 
  4. No appeals or game review will be considered on the basis that you did not read or understand any of the above rules and regulations presented on this website.
  5. If you need any clarification about our VMSL Rules and Regulations, please fill out the Requests and Recommendations form and we will respond to any of your questions.

76)-Code of Conduct for Soccer. 

VMSL and FIFA Code of Conduct encapsulates all the sporting, moral and ethical principles for which FIFA has always stood and for which it will continue to fight in the future, regardless of the influences and pressures that may be brought to bear.

The ten golden rules not only serve as a credo for VMSL and FIFA as the world Soccer body, but they also reinforce the sense of fraternity and cooperation among the members of the VMSL Soccer family.

  1. Play to Win. Winning is the object of playing any game. Never set out to lose. If you do not play to win, you are cheating your opponents, deceiving those who are watching, and fooling yourself. Never give up against stronger opponents but never relent against weaker ones. It is an insult to any opponent to play at less than full strength. Play to win, until the final whistle.
  2. Play Fair. Winning is without value if victory has been achieved unfairly or dishonestly. Cheating is easy but brings no pleasure. Playing fair requires courage and character. It is also more satisfying. Fair Play always has its reward, even when the game is lost. Playing fair earns your respect, while cheats are detested. Remember: It's only a game. And games are pointless unless played fairly.
  3. Observe the Laws of the Game. All games need rules to guide them. Without rules, there would be chaos. The rules of Soccer are simple and easy to learn. Try to learn them, so you understand the game better. This makes you a better player. It is just as important to understand the spirit of the rules. They are designed to make the game fun to play and fun to watch. By sticking to the rules, you will enjoy the game more. 
  4. Respect Opponents, Teammates, Referees, Officials and Spectators. Fair Play means respect. Without opponents there can be no game. They have the same rights as you have, including the right to be respected. Your teammates are your colleagues. You form a team in which all members are equal. Referees are there to maintain discipline and Fair Play. Always accept their decisions without arguing and help them to help you enjoy the game more. Officials are also part of the game and must be respected accordingly. Spectators give the game atmosphere. They want to see the game played fairly but must also behave fairly themselves.
  5. Accept Defeat with Dignity. Nobody wins all the time. You win some, you lose some. Learn to lose graciously. Don't seek excuses for defeat. Genuine reasons will always be self-evident. Congratulate the winners with good grace. Don't blame the referee or anyone else. Determine to do better next time. Good losers earn more respect than bad winners.
  6. Promote the Interests of Soccer. Soccer is the world's greatest game. But it always needs your help to keep it as Number One. Think of Soccer's interests before your own. Think how your actions may affect the image of the game. Talk about the positive things in the game. Encourage other people to watch it or play it fairly. Help others to have as much fun from Soccer as you do. Be an ambassador for the game.
  7. Reject Corruption, Drugs, Racism, Violence, and other Dangers to our Sport Soccer's huge popularity sometimes makes it vulnerable to negative outside interests. Watch out for attempts to tempt you into cheating or using drugs. Drugs have no place in Soccer or any other sport or in our society. Say No to Drugs. Help Kick Racism out of Soccer. Treat all players and everyone else equally, regardless of their skin colour or origin. Show that Soccer does not want violence, even from your own fans. Soccer is Sport, and Sport is Peace.
  8. Help Others to Resist Corrupting Pressures. You may hear that teammates or other people you know are being tempted to cheat in some way. They need your help. Don't hesitate to stand by them. Give them the strength to resist. Remind them of their commitment to their teammates and to the game itself. Form a block of solidarity, like a solid defence on the field of play.
  9. Denounce Those who Attempt to Discredit our Sport. Don't be ashamed to show up anybody who you are sure is trying to make others cheat. It's better to expose them and have them removed before they can do any damage. It often takes more courage to denounce what is wrong, than to go along with a dishonest plan. Your honesty will be admired but your complicity will not. Don't just say No. Denounce the culprits who are trying to spoil our sport before they can persuade somebody else to say Yes.
  10. Honour Those who Defend Soccer's Good Reputation. The good name of Soccer has survived because most people who love the game are honest and fair. Sometimes somebody does something exceptional that deserves our special recognition. They should be honoured, and their fine example made public. This encourages others to act in the same way. Help promote Soccer's image by publicizing its good deeds.

77)-Basic Soccer Rules The difference between a direct and indirect kick is that the player taking a direct kick can score a goal directly from the kick without another player touching the ball, but a player taking an indirect kick cannot score a goal until another player has touched the ball.

A referee will award a team a direct free kick if an opponent commits any of the following offenses in a careless or reckless manner or uses excessive force:

  1. charges at another player
  2. jumps at another player.
  3. kicks or attempts to kick another player
  4. pushes another player
  5. strikes or attempts to strike (including head-butt) another player
  6. tackles or challenges another player
  7. trips or attempts to trip another player

78)-Examples of a Direct kick

  1. If a player commits a foul on an opponent while in their team’s penalty area, the referee will award a penalty to the attacking team. A penalty kick is always a direct kick.
  2. If a player pushes another player off the ball in a reckless manner, the referee will award a direct kick to the opponents of the player committing the offense.
  3. If a player deliberately touches the ball with their hand outside the penalty area, the referee will award a direct free kick to the opponents of the player that touched the ball.

79)-referees will award an indirect kick in soccer when:

  1. a player plays in a dangerous manner
  2. a player impedes the progress of an opponent without any contact
  3. a player commits a verbal offense including dissent, offensive, insulting, or abusive language and/or gestures
  4. a player prevents a goalkeeper from releasing the ball from their hands
  5. or a player tries to kick the ball when a goalkeeper is attempting to release it.

80)-Referees will award an indirect kick if a goalie:

  1. Controls the ball with their hands or arms for more than 6 seconds
  2. Touches the ball again after they have released it before the ball touches another player
  3. Controls the ball with their hand or arm directly from a back pass

81)-No Hands, please

  1. First, the rule for a hand ball includes using any part of the body from the tips of the fingers to the shoulder.
  2. Second, the proper way to look at this soccer rule is that a player cannot “handle” the ball.
  3. A ball that is kicked and hits a player’s hand or arm is not a hand ball. This means that the referee must judge whether a hand ball is accidental contact, or the player handled the ball on purpose to gain an advantage. 
  4. There is also a situation in which the goalie cannot use his/her hands. This is sometimes called the back-pass rule. Goalkeepers cannot pick up a pass that came directly from one of their teammates. In this case, the goalkeeper must use his feet. 
  5. If the goalie does pick-up the ball it will result in an indirect kick from where he/she touched the ball.

82)-Throw-ins.

  1. A throw-in is taken when the ball crosses a sideline and leaves the field.
  2. The two basic soccer rules for a proper throw-in are to have both feet on the ground and to throw the ball with both hands over the head.

83)-Corner Kicks & Goal Kicks:

  1. A corner kick or goal kick is taken when the ball leaves the field across the goal line – the end of the field.
  2. If the offensive team kicks it out, play is restarted with a goal kick.
  3. If the defensive team kicks it out, play is restarted with a corner kick.
  4. The goal kick is taken from anywhere inside the “goal area box”. It can be taken by any player. The ball must leave the “Penalty Area” before anyone can touch the ball. If the ball does not leave the Penalty Area, then the kick must retake.
  5. The corner kick is taken from the corner nearest to where the ball left the field.

84)-Fouls: The common rule of thumb on fouls is “If it looks like a foul, it probably is.

  1. ” A player cannot kick, trip, jump at, charge, strike, push, hold, or spit at an opponent. 
  2. Bumping, leaning, or going shoulder-to-shoulder while competing for a ball is not a foul until the hands or elbows come up.

85)-Direct and Indirect Free Kicks: The simple difference between the two is this:

  1. On a direct kick you can score by kicking the ball directly into the goal.
  2. On an indirect kick you cannot score.  An indirect kick must be touched by another player before it can go into the goal – that is the kicker and a second person.
  3. You can tell whether the kick is direct or indirect by looking at the referee.
  4. For an indirect kick, the referee will hold one arm straight up in the air until the second person touches the ball. No arm up or pointing towards the goal, it’s a direct kick. In general, a direct kick comes from a contact foul or hand ball.
  5. Everything else is indirect.

86)-Penalty Kick.

  1. A penalty kick results from a contact foul or hand ball by the defending team within the penalty area – the large box on either end of the field. So, it’s a type of direct kick also. The ball is placed on the penalty spot, in front of the center of the goal. All players must remain outside the penalty area and the penalty arc until the ball is kicked.
  2. The goalkeeper must have both feet on the goal line until the ball is kicked.
  3. If after the ball is kicked, it rebounds off of the goal or the keeper and stays on the field, the ball is “live” and anyone can play it.

87)-Football Penalty Rules on Spot Kick. FIFA Football Law 14: Rules of a Penalty Kick. How does the referee prepare for penalties in football? The match official will clarify and confirm all these points before a player takes a football penalty spot kick.

  1. The referee places the ball on the penalty mark (the spot) and it must remain stationary. The goal posts and net must also be still (e.g., not moving). Next, the match official will identify and confirm which player is the nominated penalty kicker for the upcoming shot at goal.
  2. The goalkeeper must be on the goal line between the goal posts and facing towards the kicker. The goalie must stay on their goal line, between the goalposts, until the shooter kicks the ball.
  3. All the other players, except the goalkeeper and the penalty kicker, must be a minimum of 9.15 metres (10 yards) behind the penalty mark (and the ball). They must remain on the field but outside of the penalty box, including the penalty arc, until the kicker shoots the ball. At this point, the keeper can only move sideways on the goal line (not forward).
  4. Penalty Spot Yards:
  5. The penalty taker shoots the ball towards the goal from 10.97 metres (12 yards) out and tries to score.
  6. The penalty taker must kick the ball in a forward movement. Even so, they can 'backheel' the ball providing it moves forward.
  7. During football penalties the kicker can only touch the ball once until another player touches the ball. The ball becomes live or 'in play' once it gets kicked and it moves.
  8. The goalkeeper must have at least part of one foot touching the goal line (or in line with it) as the penalty taker kicks the ball.
  9. Completion of the penalty kick occurs when (either):
  10. The ball stops moving.
  11. It goes out of play.
  12. The referee stops play for any other offence.
  13. The penalty spot kick results in a goal scored if the ball enters the goal.

88)-Penalty Kicks Extra Time. The referee can allow additional time for a player to complete the kick. This penalty rule applies to the end of each 45-minute half of normal play or during extra time.

After allowing extra time, and after the ball gets kicked, the play becomes complete when either:

  1. The ball stops moving, or it goes out of play.
  2. The ball gets played by any player (including the kicker) other than the defending goalkeeper.
  3. The referee ends play for an offence committed by the kicker or one of the kicker's teammates.

Note: In some cases, a penalty can be retaken. It may happen if a defending team player (including the goalie) commits an offence, and the penalty is either missed or saved.

 

89)-Soccer Penalty Rules: Spot Kick Infringements. What if one of the defending players enters the penalty area (or penalty arc), after the referee blows the whistle, but before the kick? in this case the referee allows the penalty to be retaken if a goal is not scored.

What if the kicker's teammates enter the area or arc after the referee blows the whistle and before the actual kick? In this case the ref can:

  1. Make the team retake the penalty - even if they score a goal.
  2. Award an indirect free kick to the defending team if they failed to score (e.g., miss the penalty).

90)-FIFA Rules on Feinting a Penalty Spot Kick

  1. Football penalty rules let players use 'feinting strategies' to confuse an opponent when taking a penalty kick. But the referee can caution the spot kicker if they consider it to be an act of unsporting behavior.
  2. As a rule, illegal feinting performed by the penalty kicker would always result in an indirect free kick. This would be the outcome even if the player 'scored a goal'.
  3. Even so, players cannot 'deliberately' stop at the end of their run up and create a feint that gains an advantage (e.g., by misleading the keeper).
  4. In fact, this is a deliberate infringement of the official Laws of the Game. Despite this, it is sometimes difficult to detect.
  5. The referee would rule this as an act of deliberate unsporting behaviour. The outcome would be the issuance of a yellow caution card and the player loses the chance to have a second shot at goal.

91)-Can You Pass a Penalty Kick?

  1. It is one of the lesser-known facts about penalty kicks. But yes, you can! To be legal, it must be one of the penalties taken within a regular game and not as part of a penalty shootout.
  2. You rarely see this type of play in the modern game. But one or two of the more flamboyant players have used this penalty kick technique. In most cases, they did it to get a teammate on the scoresheet.

An Example:

  1. The shooter kicks the ball forward from the penalty mark a few yards or so. One of his teammates runs into the box after they kicked the ball. They shoot the ball into the back of the net - resulting in a goal!
  2. That is how some of the most memorable penalties work in football. It's risky... but very entertaining for the crowd to see and the TV pundits to comment on.

92)-Can You Score a Rebound from a Penalty Kick?

  1. Even though the simple answer is yes, it would only count under certain circumstances. The penalty must be one taken during a normal game (not a shootout).
  2. First, the ball must first contact another player (e.g., the defending goalie). Once that happens, yes... you can hit the rebound and go for a goal.

Note: A ball rebounding off the post would not always count. After it rebounds, the ball must touch some other player before you can score.

Two-touch Rule. A player cannot touch the ball twice in a row when putting the ball in play. You will see it frequently on kick-offs or direct and indirect kicks. If a player barely hits the ball and decides to take another kick at it, that is a two-touch. This also applies to throw-ins. A player cannot throw the ball in and then kick it.

 

93)-Goal scored

  1. A goal is scored when the whole of the ball passes over the goal line, between the goalposts and under the crossbar, provided that no offence has been committed by the team scoring the goal.
  2. If the goalkeeper throws the ball directly into the opponents’ goal, a goal kick is awarded.
  3. If a referee signals a goal before the ball has passed wholly over the goal line, play is restarted with a dropped ball

94)-The Ball in and out of Play. Ball out of play when:

  1. it has wholly passed over the goal line or touchline on the ground or in the air
  2. play has been stopped by the referee
  3. it touches a match official, remains on the field of play and:
  4. a team starts a promising attack or
  5. the ball goes directly into the goal or
  6. the team in possession of the ball changes In all these cases, play is restarted with a dropped ball.

95)-Ball in play when: The ball is in play at all other times when it touches a match official and when it rebounds off a goalpost, crossbar, or corner flag post and remains on the field of play

Handling the ball

For the purposes of determining handball offences, the upper boundary of the arm is in line with the bottom of the armpit. Not every touch of a player’s hand/arm with the ball is an offence.

 

96)-It is an offence if a player:

  1. Deliberately touches the ball with their hand/arm, for example moving the hand/arm towards the ball
  2. Touches the ball with their hand/arm when it has made their body unnaturally bigger. A player is considered to have made their body unnaturally bigger when the position of their hand/arm is not a consequence of, or justifiable by, the player’s body movement for that specific situation. By having their hand/arm in such a position, the player takes a risk of their hand/arm being hit by the ball and being penalised

97)-Scores in the opponents’ goal:

  1. Directly from their hand/arm, even if accidental, including by the goalkeeper
  2. Immediately after the ball has touched their hand/arm, even if accidental

The goalkeeper has the same restrictions on handling the ball as any other player outside the penalty area. If the goalkeeper handles the ball inside their penalty area when not permitted to do so, an indirect free kick is awarded but there is no disciplinary sanction. However, if the offence is playing the ball a second time (with or without the hand/arm) after a restart before it touches another player, the goalkeeper must be sanctioned if the offence stops a promising attack or denies an opponent or the opposing team a goal or an obvious goal-scoring opportunity

 

98)-Advantage:

  1. If the referee plays the advantage for an offence for which a caution/ sending-off would have been issued had play been stopped, this caution/ sending-off must be issued when the ball is next out of play. However, if the offence was denying the opposing team an obvious goal-scoring opportunity, the player is cautioned for unsporting behaviour; if the offence was interfering with or stopping a promising attack, the player is not cautioned.
  2. Advantage should not be applied in situations involving serious foul play, violent conduct or a second cautionable offence unless there is a clear opportunity to score a goal. The referee must send off the player when the ball is next out of play, but if the player plays the ball or challenges/interferes with an opponent, the referee will stop play, send off the player and restart with an indirect free kick, unless the player committed a more serious offence.
  3. If a defender starts holding an attacker outside the penalty area and continues holding inside the penalty area, the referee must award a penalty kick.

99)-Denying a goal or an obvious goal-scoring opportunity. (DOGSO)

  1. Where a player denies the opposing team a goal or an obvious goal-scoring opportunity by a handball offence, the player is sent off wherever the offence occurs.
  2. Where a player commits an offence against an opponent within their own penalty area which denies an opponent an obvious goal-scoring opportunity and the referee awards a penalty kick, the offender is cautioned if the offence 106 was an attempt to play the ball; in all other circumstances (e.g. holding, pulling, pushing, no possibility to play the ball etc.) the offending player must be sent off.
  3. A player, sent-off player, substitute or substituted player who enters the field of play without the required referee’s permission and interferes with play or an opponent and denies the opposing team a goal or an obvious goal-scoring opportunity is guilty of a sending-off offence.

100)-The following must be considered:

  1. Distance between the offence and the goal
  2. General direction of the play
  3. Likelihood of keeping or gaining control of the ball
  4. Location and number of defenders
