League Rules

City Rules

 

Zero Tolerance on Alcohol Consumption

 

The City of Toronto has a zero tolerance policy regarding the consumption of alcohol on any permitted facilities without prior approval from the City.  Any violation of this policy will result in the immediate cancellation of our permit.

 

Recycling/Garbage

 

The City of Toronto asks that all park users do their part to keep our parks clean and beautiful. Please help ensure that City parklands are maintained and left clean. All garbage and or recyclables brought to the fields must be removed immediately following the event by the user group.

 

New Smoking Ban Bylaw

 

Now, I know this will be a hard one to enforce but as of January 1, 2015 it is illegal to smoke tobacco and or hold lighted tobacco within 9 meters of sport fields, skateboard or BMX Parks, Ski and snowboard hills, outdoor swimming pools or decks, covered picnic shelters or gazebos, outdoor theater spaces, playgrounds, splash pads, swimming beaches, public washrooms, park zoo's and farms and waiting areas and or service lin

es in parks - so pretty much all city property. Please govern yourselves accordingly

 

BPSL Rules

 

Rule Section A: FIELD & FIELDING

 

A. New rules for the 2026 season:

There will be a pylon in deep right center field. Any ball hit to the right of the pylon (From the umpire's view") the runner is free to attempt to get to any base they choose. If the ball gets hit to the left of the pylon and it rolls up into the tree area the runner will get a ground rule double.

A.1a: If a fielder makes a "glaring" error while trying to play the ball in the trees the hitter will get a triple.

A.1b: Both teams must submit their batting order prior to the first pitch.

A.1c: Commitment line will be aligned with first base.

A.1d: No steel cleats

A.1e: *No height restriction for foul tips. Catcher catches a "ticked" ball the batter is out.

A.1f: The "pitching mound" will be set in line with 1st and 3rd base. The exact distance will be confirmed on May 2nd. If team captains mutually agree to move it, the distance moved cannot be more than 2 feet. The pitcher must always have at least one foot in contact with the mound. Once the mound is set, it cannot move during the game.

 

A.1f: Trees (Hill, Left Field)  - These trees are generally in play, since fielders can play at the top of the hill, if the ball enters the tree and exits and is caught before hitting the ground the batter is out. 

 

A.2: Trees (Centre Field)  - Much of the brush has been cleared away making the area a bit less of a hazard. A ball clearly hit into the trees where there is clearly no play on it, the runner will stop at second with a ground rule double. "NEW" If the fielder manages to make a catch through the trees, the batter is out. If the ball rolls in it is also a double.

 

A.3: Soccer Guys (Right Field) - Any ball hit to right field is considered live, except in the case (at the umpires diecretion) that the playing of the ball is considered unsafe or impossible due to other people on the field it will be a ground rule double. 

A.4: "NEW" Down the first base line if the ball hits any part of any tree the ball is foul. If the fielding team catches the ball off the tree the batter is out. If there are runners on base they can tag.

 

Rule Section B: BATS, BATTING & RUNNING

 

B.1 Courtesy Runner - a pinch runner will be allowed only after the batter has reached first base successfully. At which time, they can be replaced with the last out of the inning. If no outs in the inning, the last out from the previous inning.

 

B.2: 2 Pitches - Batters will have a maximum 2 pitches, period. Each team will provide their own pitcher. Balls hitting the trees overhanging the caged area are dead and count as a pitch (even if foul).

 

B.3: Home Plate

 

Running: No runner is to touch home plate, the runner is automatically out if home plate is touched. In order to be considered safe and the run count, the runner must have a full foot down and past the plate line (outlined by the umpire prior to game start).

 

Fielding: Catchers must have a foot on the plate in order for there to be a play, otherwise home plate acts similar to first base. There is no tagging the runner, if the runner is tagged, the run will automatically count.
 

B.3.1: Commitment Line - The commitment line shall be placed XXXX paces from third base to home. Upon passing or breaching the commitment line (which includes the line, if the foot touches the line, the runner must proceed) between 3rd base and home plate the runner must continue home. Returning to third will be an automatic out. This line is to be established by the umpire prior to the game start.

 

B.4: Run Mercy - each inning will have a mercy of 5 runs, except for the 9th or final inning in which case the inning has no max. Only 5 runs will count, even if 4 runs have already scored, the bases are loaded and the batter hits what would be a home run.

 

B.5: First Base - there is no sliding into first base; runners must hit the orange bag. If a runner hits the white bag a team warning will be issued. On the second occurance the runner will be out. A player sliding into first base, regardless of what base they touch, the runner is out.
 

B.6.1: CANNOT TAG runner at first base: similar to the home plate rule, the fielder (likely 1st Baseman) has to force the runner out at the base. The runner cannot be tagged, if tagged the runner is safe. This is to avoid possible collision/injury. 

 

B.6: Pitcher - hitting pitcher in any way is an automatic out. Remember, he's a teammate so its in your best interest to avoid him. It is MANDATORY that pitchers use a helmet with cage, one will be available if the team does not have one when pitching.

 

B.7: No Sliding *NEW* - as of the 2022 season sliding is no longer allowed, to avoid the potential for injury. If the runner slides, the runner will be out.

B.8.1 No Blocking the Bag *NEW* - consequent to rule 8, fielding players cannot block the bag. The runner must have clear access to approach and engage the bag. Runners will still have to be tagged, but if the bag is considered to be blocked the runner will be safe.

 

Rule Section C: GAME TIMES, SCHEDULING & GENERAL

 

C.1: Balls - Hot Dots. Hot Dots with a COR of .52 and a compression rate of 275lbs will be used in the 2020 season and going forward. These are flight resrticted balls.

Here is a table breakdown showing the comparisson and definition of these elements. Compression is generally a bigger factor than COR:

  Hardness: the amount in pounds of pressure per sq.inch to compress a ball 1/4". The higher the compression, the harder the ball. Bounce: rate at which a ball will reflect back after being cast against an immovable object. The higher the core the higher the reflectivity or the higher the bounce.

C.2: Rain Outs - Since there are some players coming from work in the 905 area or generally live in areas of the city quite far from the downtown, teams have agreed that rain outs will be called by 6 pm based on evaluation of radar maps. The Ump will make the final call, but if the POP at or below 50% probability - team captains will be contacted to see if the teams want to chance it and make the call from there.

 

C.3: Duration & Times - all games will be 9 innings or until light no longer allows play - no exceptions; all games will be scheduled for 7:00pm until the end of the year when we will try to schedule earlier, depending on other permits. After Aug 1st all games will have FIRM start times of the scheduled time (unless there are permit holders on the diamond ahead of us). A 10 minute grace will be allowed. An official game is 5 innings. Games earlier in the year may have an additional grace at the discretion of the umpire. 

 

C.4: Ties - after the end of regulation play, if the game is tied, the game ends in a tie.

 

C.5: Roster - a minimum of 8 players are needed to field a team. A team cannot use a player not listed on the named roster if they already have 8, however, if the opposing team is agreeable to provide a catcher this is acceptable (in this case the catcher is not obligated to make plays at home). A courtesy backcatcher can be used if the team has 7 and needs 1 player to make the minimum. This player will bat and play as if a member of the team, in these cases players from other teams in the league are acceptable as long as the opposing team agrees.

 

C.5a: Playoffs -  The top 6 teams will advance to the playoffs. The top 2 will get a bye. 3rd will play 6th. 4th will play 5th in a best of 3 series. The winners will advance to the semis. The semi finals and finals will be played on a weekend decided on July 15th
